The ponds will provide both water quality and quantity control. Rates of discharge from <br />the project will be less than those from the undeveloped site. <br /> <br />The ponds will be designed to National Urban Runoff Program (NURP) standards and provide <br />significant removal of suspended solids and nutrients as well as removal of heavy metals and other <br />pollutants, Specific pond design will be determined by Rice Creek Watershed District permit <br />requirements through a coordinated design effort. <br /> <br />The ponds will be maintained by the City, A routine maintenance schedule will be established for <br />the ponds in order to ensure their effectiveness, "Access for pond maintenance will be provided <br />through the use of easements or other appropriate mechanisms. <br /> <br />1.5.6 Erosion and Sedimentation <br /> <br />An erosion and sedimentation control plan will be developed to comply with city requirements and <br />the requirements of the Rice Creek Watershed District. <br /> <br />1.5.7 Traffic <br /> <br />The analysis of the. proposed project assumed the following roadway improvements: <br /> <br />. Completion of Rice Creek Parkway through the project site, connecting CR I and CR J <br />. Signalization and lane improvements at the CR I and CR J intersections with Rice Creek <br />Parkway as illustrated on Figure 5-3 <br />. Signalization at the east site driveway to CR J. <br />. Signalization at the CR I/West 1-35W Ramp intersection and at the CR I/East 1-35W <br />Ramp intersection, <br />. Left turn lane from westbound CR I to the West 1-35W ramps. <br /> <br />All of these improvements are expected to be completed as part of the project, The CR I <br />improvements will be constructed by Ramsey County beginning in spring 1999, <br /> <br />The only significant traffic impact forecast to occur with the project is at the intersection of CR J and <br />the West 1-35W Service Road. This intersection is forecast to operate at LOS E in the PM peak <br />traffic hours. Resolving this traffic impact would require an additional lane in each direction on the <br />bridge over 1-35W, According to the Universitv of Minnesota Parcel Traffic Study, replacement of <br />the bridge along with new traffic signal systems at both ramp terminals would cost approximately <br />$2,000,000, <br /> <br />As noted above, the project will include pedestrian crossing facilities (crosswalk, push-button) at the <br />intersection of CR I and Rice Creek Parkway. <br /> <br />WISP ARK Rice Creek Corporate Park <br />DraftEIS <br /> <br />December 10, 1998 <br />Page 13 <br />
