The no-build alternative assumes that the proposed mixed-use <br />project and the alternative business park project will not be constructed. <br /> <br />3.2 PROPOSED PROJECT - Mixed-Use Development <br /> <br />The project proposed by WISPARK is described in detail in the Project Description (Section 2.0). <br />The following is a breakdown of the entire 230-acre development by land use category: <br /> <br />Business Park - 79 acres 1,030,000 gross square feet <br />Office Building - 17 acres 204,000 gross square feet <br />Commercial - 9 acres 59,000 gross square feet <br />Residential - 46 acres 304 units <br />Wetlands/ponds/open spaces - 55 acres <br />Recreational Area - 10 acres <br />Roads/rights-of-way - 14 acres <br /> <br />The business park, office and commercial developments will be oriented to the major arterials <br />bordering the site (County Road J and 1-35W) while the residential development will be oriented <br />to Rice Creek North. The residential entrance to the site will be oriented from County Road I to the <br />south through the open space and proposed ponding area, while the business park entrance is <br />oriented to County Road J. <br /> <br />Related Infrastructure Improvements <br /> <br />A new roadway, Rice Creek Parkway, will be constructed from County Road J on the north through <br />the U of M and MnDOT properties to County Road I on the south. South of the MnDOT property, <br />the roadway crosses Ramsey County Rice Creek North Regional Trail Corridor property and City <br />of St. Paul Water Utility property. <br /> <br />The proposed development site requires water distribution service to the site. Trunk water main will <br />be "looped" through the Rice Creek North property, the development site and connected to the City <br />of Shoreview's existing system at Schutta Road and Lexington Avenue. <br /> <br />The proposed development site trails will connect to existing trail systems outside of the project <br />limits.
