<br />*'2(c.{ <br /> <br />3.3 ALTERNATIVE PROJECT - Business Park <br />(Substitution of 550,000 gross square feet of business park use for 46 acres of medium density residential use <br />included in the proposed project.) <br /> <br />In this alternative, the 304 proposed residential units (46 acres) would be replaced with an additional <br />550,000 gross square feet of business park use resulting in a total of 1,580,000 gross square feet of <br />business park. The additional business park use would be similar in type and design to the 1.03 <br />million square feet of business park development proposed by WISP ARK for 79 acres of the project <br />site. <br /> <br />The following is a breakdown of the alternative business park development by land use category: <br /> <br />Business Park - 125 acres 1,580,000 gross square feet <br />Office Building - 17 acres 204,000 gross square feet <br />Commercial - 9 acres 59,000 gross square feet <br />Wetlands/ponds/open spaces -55 acres <br />Recreational Area - 10 acres <br />Roads/rights-of-way - 14 acres <br /> <br />Related Infrastructure Improvements <br /> <br />A new roadway, Rice Creek Parkway, will be constructed from County Road J on the north through <br />the U of M and MnDOT properties to County Road I on the south. South of the MnDOT property, <br />the roadway crosses Ramsey County Rice Creek North property and City of St. Paul Water Utility <br />property. <br /> <br />The alternate development site requires water distribution service to the site. Trunk water main will <br />be "looped" through the Rice Creek North property, the development site and connected to the City <br />of Shoreview's existing system at Schutta Road and Lexington Avenue, <br /> <br />The alternate development is expected to have a trail connection across the Rice Creek North <br />property to the existing trail on the other side of Rice Creek. <br /> <br />3.4 OTHER TYPES OF AL TERNA TIVES CONSIDERED BUT NOT <br />. INCLUDED IN THE EIS <br /> <br />Alternative Sites <br /> <br />The environmental impact statement does not address environmental impacts of alternative sites <br />because this type of alternative would not meet the underlying need for or purpose uf the project. The <br />project site is designated business park, office, commercial and medium density housing in the City <br />of Shoreview Comprehensive Plan, amended by the City Council on May 18, 1998, subject to <br />approval by the Metropolitan Council. The Comprehensive Plan recognizes that only about 5% of <br />the City's land remains undeveloped.
