<br />~~ <br /> <br />. <br /> <br />Incorporation of wetland mitigation sites to replace existing wetlands that will be <br />impacted by the project. - <br />Expansion of floodplain storage to replace storage lost due to the construction of Rice <br />Creek Parkway. <br />Designation of 10 acres of recreational area for use by the City. <br />Changes to the number and layout of residential units, <br />Reorientation of the proposed trail system to minimize impacts to the bluff and wetlands. <br />Refinements to the design and location of Rice Creek Parkway to minimize wetland and <br />floodplain impacts. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Additional documentation concerning comparative impacts of modifieodesigns or layouts will be <br />provided as part of future permit applications for the proposed project on the project site. This <br />includes, but is not limited to alternatives analysis required for approval of a wetland replacement <br />plan under the Minnesota Wetland Conservation Act and for approval of a Section 404 permit under <br />the Clean Water Act. <br /> <br />Modified Scale or Maenitude <br /> <br />Achievement of the City's development objectives for the project site requires a land use intensity <br />generally consistent with the land use intensity of the proposed project. A significant reduction in <br />scale or magnitude would not achieve City land use policies, goals and objectives. In addition, a <br />substantially reduced development would not provide the economic and employment benefits and <br />housing choices and diversity of housing styles provided by the proposed project. Therefore, such <br />an alternative is not included in the environmental impact statement. However, Section 5.1.2 of the <br />environmental impact statement considers the relationship of a related infrastructure improvement, <br />Rice Creek Parkway, to the magnitude of development on the project site under various forecast <br />intersection operation scenarios. <br /> <br />Alternatives Incorporatine Reasonable Mitieation Measures <br /> <br />The draft environmental impact statement identifies mitigation measures that could reasonably <br />eliminate or minimize potential adverse environmental effects of the proposed project.
