Over the years, the City has consistently sought development that would meet <br />the goals and objectives of the Comprehensive Plan. In addition, Moody's Investor Services, the <br />financial entity that establishes the City's bond rating, has advised the City to diversify its tax base <br />by adding commercial and industrial development. The project site is the largest remaining site in <br />the community to accomplish this goal. The City's development objectives for the project site <br />implement the Comprehensive Plan goal and objectives for this policy area. They include: <br /> <br />. Create an integrated mixed-use community (housing, jobs, services) <br /> <br />. Expand housing styles and selection in the community <br /> <br />. Provide additional job opportunities and diversify tax base <br /> <br />. Link land uses to the region utilizing transit and trails <br /> <br />. Enhance and protect project site environmental features. <br /> <br />From the City's perspective, the primary project purpose is to implement the policies, goals and <br />objectives of the Comprehensive Plan. There is no other available site in the community on which <br />a development consistent with the Comprehensive Plan could be located. Therefore, alternative sites <br />are not included in the environmental impact statement because they would not meet underlying <br />project purposes. <br /> <br />Alternative Technolol!ies <br /> <br />The environmental impact statement does not address environmental impacts of alternative <br />technologies because they would not have significant environmental benefit compared to the <br />proposed project. The proposed project is a mixed-use development consisting of business park, <br />office, commercial and residential uses. Technology, as distinct from modified project design, is <br />generally not a factor in assessing environmental impacts of these types of land uses on the issues <br />included in the scope of the EIS (e.g., traffic, surface water runoff, wetlands and wildlife habitat). <br />Therefore, this alternative is not included in the EIS. However, the comparative environmental <br />effects of alternative methods for constructing Rice Creek Parkway are discussed in Section 4.1.2 <br />of the EIS. <br /> <br />Modified Desil!ns or Lavouts <br /> <br />The proposed project has evolved and changed since it was originally proposed over a year ago, <br />These changes have been made to address market forces, environmental conditions, concerns of the <br />City and engineering design refinements. <br /> <br />The evolution of the site design has included the following changes and modifications: <br /> <br />.
