Campletian af Rice Creek Parkway thraugh the praject site, cannecting CR I and CR J <br />. Signalizatian and lane improvements at the CR I and CR J intersectians with Rice Creek <br />Parkway as illustrated an Figure 5-3 <br />. Signalizatian at the east site driveway to. CR J. <br />. Signalizatianat the CR lIWest I-35W Ramp intersectian and at the CR I/East Ramp <br />intersectian. <br />. Left turn lane fram westbaund CR I to. the West I-35W ramps, <br /> <br />All af these improvements are expected to. be campleted as part af the project. The CR I <br />improvements will be canstructed as part af a praject to. be campleted by Ramsey Caunty in spring <br />1999. <br /> <br />The anly significant traffic impact farecast to. accur with the project is at the intersectian af CR J and <br />the West I-35W Service Raad. This intersectian is farecast to. aperate at LOS E in the PM peak <br />traffic haurs. Resalving this traffic impact wauld require an additianallane in each directian an the <br />bridge aver I-35W, According to. the University afMinnesata Parcel Traffic Study, replacement af <br />the bridge alang with new traffic signal systems at bath ramp terminals wauld cast approximately <br />$2,000,000. <br /> <br />As nated abave, the praject will include pedestrian crossing facilities (crosswalk, push-buttan) at the <br />intersectian af CR I and Rice Creek Parkway. <br /> <br />As shawn an the propased project site plan (Figure 2-5) the yauth athletic field area adjacent to. Rice <br />Creek Parkway will include a park and ride facility with a public transit stap, The final design and <br />funding saurces will be addressed during the PUD final stage process, <br /> <br />Alternative Proiect - Business Park <br /> <br />The alternative business park develapment will have mare significant traffic impacts than the <br />propased project. The alternative business park develapment will require all af the mitigatian <br />measures listed under the propased project. The improvements at theCR JI I-35W West Service <br />Raad intersectian including the new bridge aver I-35W wauld be required to. suppart this alternative <br />level af develapment. <br /> <br />5.2 AIR QUALITY <br /> <br />5.2.1 Affected Environment <br /> <br />The propased project will generate air pollutian as a result af matar vehicle activity generated by the <br />propased develapment.
