<br />I <br />~ <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />.. <br /> <br />:. <br /> <br />CITY OF ARDEN illLLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />JaIluary 25, 1999 <br /> <br />TO: <br /> <br />Mayor aIld City Council <br /> <br />~~ - <br /> <br />FROM: <br /> <br />Dave Scherbel, Building Official <br /> <br />SUBJECT: Request for Commencement of Abatement at 1875 Lake Lane <br /> <br />Reauest <br />Staff hereby requests that the City Council make several findings in regard to the "Hazardous <br />Building" conditions located at 1875 Lake Lane, and to authorize tlJe commencement of <br />abatement proceedings under Minnesota Statutes 463.15 Ex. Seq relative to 1875 Lake LaIle by <br />adopting Resolution # 99-08. <br /> <br />Backeround <br />The Staff has received several complaints regarding the property at 1875 Lake Lane. These <br />complaints included that the home has been vacant for a number of years, maintenaIlce aIld <br />structural soundness of tlJe home, varmints seen entering tlJe buildings, yard overgrown, garage <br />appeared to be falling down, etc. <br /> <br />The items that follow are the actions taken by the City in regard to 1875 Lake Lane: <br /> <br />1.) On May 22,1989, City Staff sent Ms. Teslow, owner of 1875 Lake LaIle, a notice to correct <br />code violations. The home was vacant; windows broken and both the house and the garage were <br />open to trespass. <br /> <br />2.) On February 2, 1993, tlJe City sent aIlotlJer letter informing Ms. Teslow that her house was in <br />violation of City Code, vacant aIld poorly maintained. <br /> <br />3.) On October 30, 1997, Ms. Teslow was sent another letter informing her that her property at <br />1875 Lake Lane was in violation of City Code and that the City had doubts whether or not the <br />home was habitable. Staff requested Ms. Teslow respond no later thaIl November 10, 1997. <br /> <br />4.) On November 10, 1997, Staff received a letter from Ms. Teslow stating that the homes <br />mortgage was recently paid off aIld she would be obtaining another mortgage in order to make <br />repairs to the home. <br /> <br />5.) On November 20, 1997, Staff sent Ms. Teslow another letter requesting an inspection oftlJe <br />property to determine ifthe home was fit for human habitation, and, secondly, that we needed to <br />have a timetable for repairs to be completed since the home had been poorly maintained and <br />vacant for over 8 years. Staff requested an inspection no later than December 5, 1997. <br />
