<br />~ <br /> <br />J <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />Memorandum, Bethel College/Arden Hills Park Development <br />Page Three <br />February 4,1999 <br /> <br />Based on the needs of Bethel, the City will have use of the fields from mid-May to August, and <br />as available through the remainder of the year. <br /> <br />How WiD the Wetlandffirainage Issues be Addressed? <br />The project is still in its initial design stage. As a result, there has been minimal contact with <br />Rice Creek Watershed District, the Minnesota Department of Natural Resources, or other state <br />and federal agencies. Should the project proceed, both parties will work with these agencies to <br />ensure that all regulations are met and addressed. <br /> <br />What is the Appraised Value of Bethel's Property? <br />The Bethel parcel is approximately 10.05 acres in size and is recognized by Ramsey County as <br />part of the overall Bethel campus. As such, it does not have a specific appraised value. <br />However, using Ramsey County valuation on the remainder of the campus, staffhas estimated <br />that this parcel would probably be valued by the County at approximately $950,000. <br /> <br />Other Issues <br />Several other questions were raised by residents or Parks and Recreation Commission members <br />during recent meetings. These points are: <br />. There is no intent to light the soccer, softball or tennis courts. <br />. The ownership of the field is yet to be determined, and will need to be evaluated <br />by attorneys. <br />. There is no agreement for the joint use of a facility, and such an agreement will <br />have to be developed and approved before the project proceeds. <br />. The parties will need to determine who constructs the project. <br />. Ramsey County is open to considering other options for the design of Old <br />Snelling Avenue. <br /> <br />Requested Actiou <br />The Parks and Recreation Commission has recommended that the City proceed with the <br />exploration of the possibilities for a joint project with Bethel College, and that neighborhood <br />meetings be held in order to obtain additional input. Should the City Council support this <br />recommendation, the Council should move to direct City staff to work with Bethel on site <br />planning issues and for the Parks and Recreation Commission to hold neighborhood meetings to <br />gather input regarding the proposed concept plan. <br /> <br />BF/sls <br />
