-~

2.

Sign Permits (March of 1999), In January the City issued one sign permit, 99-03
(ground sign) to Tycom at 3796 Dunlap Street.

.

Economic DeveloDment
1. Gateway Business District. The Staff closed on the Indykiewicz (Brighton Excavating)
property on March 10, 1999. The Staff is working with the auctioneer who performs the
MnDOT surplus auction to sell the equipment on the site. The Staffwill also be working
with the Indykiewicz's attempting to finalize the quantity and unit costs for the dirt on the
site before mandatory arbitration starts (30 days after closing).

2, F0X29. The Staff has not officially heard from the representatives ofFox29 television
for over a month. The Staff has talked to the property owner (Dan Vaughan) and he is
not aware of why there is a delay in Fox29's application to construct a tower. The Staff
has informally talked to representatives ofFox29 and was given the indication that the
Vaughan site is now a distant third, in the site selection process. The Telefann site in
Shoreview and TCAAP are running neck and neck for first and second.

3.

North Metro I35W Corridor Coalition. As was previously mentioned to the City
Council the Coalition has receivl)d a sizable grant for GIS software and data (to the tune
of approximately $125,000). The Coalition (GIS Task Force) continues to move fOlWard
on GIS mapping and applications. The Coalition is moving towards a Phase II analysis
of Transportation in the Corridor that will hopefully bring some clarity to the issues so
that discussions with the counties and the state can be more effective.

.

4. WisParklTCAAP, As previously mentioned MnDOT is effectively slapping a two-year
development moratorium on the Coalition. The City's have yet to regroup after the first
round of discussions with representatives with MnDOT. Staffhas yet to hear anything
from MnDOT on this subject.

5. LexingtonlFox Study. The BDC has requested feed back on their vision for the
LexingtonFox area before they proceed with the study any further (Exhibit A).

Code Enforcement
1. 4365 Lexington Avenue, The Staff will be revoking the temporary Certificate of
Occupancy for this structure (single family). The Staffhas been working with the
homeowner and the contractor to rectifY serious life safety deficiencies (ie., a portion of
the living space is cantilevered beyond what code allows without appropriate supports
below) in !he structure for approximately one year with very little progress. Given, that
the homeowner has occupied the structure the revocation of the temporary Certificate of
Occupancy will cause a major disruption to that citizen. However, if some of the life
safety issues are not addressed, this could cause a permanent disruption to this citizen.

2.

Lake Johanna Boulevard (Spring Clean Up). The property at 3431 Lake Johanna
Boulevard (vacant lot) has historically been a code enforcement issue due to people
continually dumping on it. The Staff is again pursuing the clean up of this property that
is highly visible in the community.

.
