<br />, <br /> <br />.w <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />CITY OF ARDEN IDLLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />March 24,1999 <br /> <br />TO: <br /> <br />Mayor and City Council <br />Brian Fritsinger, City Administrat~ <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />1999 Committee Structure <br /> <br />Back2round <br />The City Council, at its 1999 Retreat, began a discussion that tried to provide direction on the <br />purpose of committees and how these groups may be used effectively by the City of Arden Hills. <br />While no decisions were made at this meeting, the Council had indicated a need to bring closure <br />to this issue. <br /> <br />The City Council has discussed the purpose and structure of the committees for the last three (3) <br />years. While the rationale behind some of these discussions has changed from time to time, it <br />was clear at the Retreat that there were a couple of objectives in mind. <br /> <br />. <br /> <br />How to use Commissions/Committees to more effectively communicate with <br />residents. <br />How to use Commissions/Committees as a resource to provide additional <br />expertise and assistance on various City activities. <br /> <br />. <br /> <br />I have enclosed a copy of the notes from the Retreat for City Council review. I realize that each <br />of us is interested in resolving the number of committees, and what tasks they will be charged <br />with. However, the City Council fIrst needs to defIne the basic structure of the committee <br />process which will then assist in determining the type and number of committees to create. <br />Resolving this question is key to being able to address the two objectives identifIed above. I'd <br />like the Council to consider some of the following points before we meet to bring closure to this <br />topic. <br /> <br />Citizen Involvement <br />As alluded to in the background comments, many of the conversations with residents and <br />Council have focused on two key points; "Why didn't the City inform me earlier?" and, "How <br />can we use local expertise to supplement staff in order to accomplish the many 'projects' that <br />have not been completed?" <br />
