<br />. <br /> <br />~. <br /> <br />Memorandum, 1999 Committee Structure <br />Page Two <br />March 24, 1999 <br /> <br />e <br /> <br />The Council has recognized that the size of the existing staffis not at a level which can <br />accommodate a large number of immediate projects. The Council has also recognized that a <br />well-organized committee can assist the City Council and staff in accomplishing many of the <br />long-term and/or immediate projects. <br /> <br />It has been commented on by some that the committee restructuring is an exercise of reducing <br />staff's time commitment to working with committees. lbis is not, nor should it be, the goal of <br />this process. The goal should be to create a structure which keeps in mind the philosophy of the <br />city, while at the same time works to accomplish the annual goals established by the City <br />Council. <br /> <br />As it establishes the new committee structure, the Council does need to take into consideration <br />how to use staffs time effectively so that it can accomplish its day-to-day tasks as well as <br />participating with committees on projects. It is finding the correct balance on the number of <br />committees that can help the Council complete its goals for 1999 without overwhelming City <br />resources. <br /> <br />Council/Staff Involvement <br />At the Retreat, the discussion focused on a commitment to have each Councilmember and e <br />Department Head have one affiliated committee. While on paper this looks good, in practice it is <br />unrealistic with the goals the Council has identified. Either the goals need to change to <br />accommodate this single committee approach, or the approach needs to broaden. <br /> <br />In addition, I do not believe that the Mayor or Administrator should necessarily be assigned to <br />ongoing committees, at least in the sense of our current committee structure. The value of these <br />two positions is a commitment to attending and participating on all of the committees at various <br />times as appropriate. lbis helps garner support and reaffirmation of the philosophy statement <br />and the basic goals and values being established by the City Council. <br /> <br />The exception to this would be involvement by the Mayor or City Administrator for special types <br />of committees that may be set up to address a specific community issue or an <br />"Oversight! AdvisorylManagement...." type of committee. <br /> <br />Existing Advisory CommitteeslMissions <br />Before proceeding with discussion on new committees, the Council may wish to briefly review <br />the existing committees and their mission statements. These committees include: <br />. Business Development Committee <br />To assist with the review of business needs, target marketing, and <br />commercial/residential redevelopment efforts of the community. lbis Committee <br />meets regularly once each month, currently at 8:00 A.M. on the third Wednesday .. <br />of each month. ... <br />
