Human Ril!:hts Committee <br />lbis committee has been disbanded. However, one individual continues to serve <br />the role as liaison to the MN Department of Human Rights for the purposes of <br />communicating human service needs back to the City Council. (1bis function <br />was not identified as part of the 1999 Retreat). <br /> <br />In looking at this group of committees, the Council may first want to consider the following <br />questions; "What are the accomplishments of these individual committees over the past five <br />years?"; and, "As a community have we been satisfied with those accomplishments and how <br />might these committees relate to our future needs?". Based on the objectives identified on page <br />I, accomplishments should be considered both in the area of community communication or <br />involvement, and providing expertise to complete projects as a supplement to city staff. <br /> <br />In addition, this is where it is important to consider the relationship between the staff liaison, <br />City Council liaison. and the committee. How do each of these parties work together and <br />complement each other in trying to accomplish the tasks at hand. <br /> <br />One SUl!:l!:ested Approach <br />The real difficulty in setting up a new structure is determining how the City Council would like e <br />to address future projects. These can accomplished through on-going committees or short-term <br />task forces. I would recommend the use of task forces. One option that is similar to that <br />discussed at the Retreat is as follows: <br /> <br />Community Partnership Committee (Citizen Advisorv Board) <br />lbis committee would serve as the general oversight committee for projects or issues <br />which have city wide impact or for broader based initiatives. The Committee would hold <br />open discussions with neighborhoods or schools on policies & programs ranging from <br />roads to recycling to public safety. It could hold neighborhood meetings to informally <br />meet with the Mayor, Councilor Committee to discuss community issues. <br /> <br />This committee could also be the key committee in responding to City Council's request <br />for any required task force. It could seek out participation from the community for <br />membership on the various task forces. lbis could be from the existing committees or <br />from other sources in the community. <br /> <br />The committee could be made up of individuals from the committees identified below or <br />it could consist of individuals from the broader community. One advantage of a makeup <br />of existing members is that it allows for enhanced communication back to the other <br />committees. By utilizing other community members on this committee, it would also <br />broaden the communication network in the community and not place additional time .. <br />constraints on members of the other committees. ... <br />
