<br />-' <br /> <br />. <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />Memorandum, 1999 Committee Structure <br />Page Five <br />March 24, 1999 <br /> <br />Communications Committee <br />This committee would be responsible for reviewing and recommending action on the <br />various areas of city communications. This could be done primarily through the use of <br />the city newsletter but also through the assistance of task forces. <br /> <br />Parks and Recreation Committee <br />This committee would investigate, study and recommend improvements to the recreation <br />programs and parks development needs of the city. <br /> <br />Citizen Long Range Imnrovement Committee <br />The purpose of this committee would be to study all improvements concerning the <br />present and future needs and requirements of the city where public funds are collected or <br />fees are involved. Examples may include: major equipment purchases, City Hall, <br />maintenance facility, review of annual budget/CIP, ditch cleaning plans, sanitary sewer <br />plans, street/assessment program (PMP), police protection, fIre protection and global <br />transportation needs. <br /> <br />There are two other more formal groups which would work outside of this process. However, it <br />could be expected that any major projects or issues in which they are involved would also be <br />included in the Community Partnership Committee. These include; <br /> <br />Planning Commission <br />This commission would continue to serve the role of carrying out all procedures and <br />requirements of Minnesota State Statute. <br /> <br />Economic Development Authority <br />The EDA would continue to focus on economic development activities in the community <br />including, GBD, TCAAP, grant opportunities and revolving loan fund, and TIF <br />management. The City Council could consider amendments to the by-laws of this group <br />to allow for greater participation by appointing at-large one, two, or three members of the <br />community. This group is currently limited to the City Council. <br /> <br />Task Force Pro;ects <br />There are a number of task force projects that have been identifIed by the city over the past <br />several months. This list is not in any specifIc order of priority, nor is it intended to be a <br />complete list of potential projects. Under the concept described above the City Council should <br />identify those key priorities for 1999 and initiate several of these as soon as possible. The key is <br />that the task force would complete the task identifIed and then cease to exist. Potential task <br />forces include: <br />
