Ms. Randall <br />explained that, if Mr. Bachman were to decide he did not want a cul-de-sac and preferred a <br />straight through street he would have to request the Official Map be amended. <br /> <br />Commissioner Dllchenes expressed her concern that there is no resolution of the future status of <br />the Bachman property. She asked if the Planning Commission would have the option to deny the <br />proposal submitted by the applicant and approve one of the options put forth by the Staff, Ms. <br />Randall stated that the Planning Commission could recommend to the City Council one of Staff's <br />options if they chose. <br /> <br />Commissioner Duchenes asked if it would be acceptable for the Planning Commission to <br />recommend approval of Option B, with a cul-de-sac on the north portion of the Bachman <br />property, or if the property owner would have to have been notified of this option prior to the <br />meeting. Ms. Randall explained that the property owners were notified of a possible change to <br />the roadway. In fue public hearing notice, the property owners were provided with the <br />applicant's option; however, they may not specifically be aware of the options presented by Staff. <br />The City is not required to notify property owners of the different options, and has the authority <br />to approve any modifications to the transportation portion of the official map in this area on the <br />public hearing notice. Ms. Randall stated that, if the Planning Commission is leaning towards <br />Option B, the property ownerS could be notified to attend the City Council meeting or comment <br />in writing. <br /> <br />Commissioner Duchenes asked why the applicant had proposed a 50-foot radius cul-de-sac and if <br />the extra ten feet is critical, as it would affect lot three. Ms. Randall explained that the applicant <br />had considered the cul-de-sac to the north of Edgewater Road, which is a 50-foot radius. She <br />noted that this area had been platted in the 1960's and the more recent plats have had the 60-foot <br />radius with 50 fee.! of pavement. A 50-foot radius may make it difficult for larger trucks to turn <br />around. <br /> <br />e <br /> <br />Commissioner Baker asked, since only part of the land is being developed, would it be an option <br />to allow a cul-de-~ac on the south without abandoning the option of a through street in the future <br />when the Bachman properties develop. Ms. Randall stated that this option would reduce some of <br />the buildable areaoflot three. She indicated that, if the objective ofa straight through street is <br />for safety reasons and emergency access, Staffhad discussed with the applicant the possibility of <br />a trail system between the two roads, which would be maintained by the City Staff and be snow <br />plowed between the two cul-de-sacs. This would allow for pedestrian traffic as well as <br />emergency vehicle access. Acting Chair Nelson asked if Staff would recommend the <br />consideration of Commissioner Baker's suggestion when this option would reduce the buildable <br />area oflot three. Ms. Randall stated that the original layout had shown the road straight, without <br />reducing the buildable area. She stated that one concern for providing for only the one cul-de-sac <br />to the south would be for the City acquiring the necessary property to ensure the street could be <br />brought up to city standards in the future. <br /> <br />Commissioner Baker asked if the utilities going straight through property were a concern and if a <br /> <br />. <br />
