Ms. Randall stated that the utilities do not have to go straight <br />through the property. She indicated there would be one lot that could not feed off of Lexington <br />A venue, as there is no sewer in place. This will also occur with lot two, which would require an <br />easement through lot three. This situation would not improve with the utilities going straight <br />through. There is' a temporary agreement between the City and the property owner for a private <br />sewer in the public right-of-way. This would be eliminated if the utilities were to be relocated to <br />go straight through. <br /> <br />Acting Chair Nelson asked if the Bachman property owner had reviewed Options A and B. Ms. <br />Randall stated that their attorney had been given a copy of these options. Acting Chair Nelson <br />asked if there had been any feed back. Ms. Randall stated that there had not been. <br /> <br />Acting Chair Nelson asked if there had been feed back from Josephine East LLC. Ms. Randall <br />stated that they preferred option B. Acting Chair Nelson asked if there had been substantial <br />objections to Option A. Mr. Rekuski stated that there are. He indicated that he had met with Ms. <br />Randall and had chosen Option B. If an easement between the two cul-de-sacs is required for a <br />possible future through street, Mr. Rekuski stated that he would be agreeable to this. <br /> <br />Commissioner Baker confirmed that this easement could be for a pedestrian trail and emergency <br />access. Mr. Rekuski stated that the easement could be for whatever use the City may choose. <br /> <br />Mr. Everlz stated. that one problem with Option A is that parcel three would lose 2,665 square <br />feet which is a great deal ofland to give up. Option B would reduce other parcels by only 665 <br />square feet and 506 square feet. <br /> <br />Acting Chair Nelson asked, with the cul-de-sacs being back-to-back on Option A, how close <br />would the two cul-de-sacs be. Ms. Randall stated that there would be an approximate 22-foot <br />buffer between the two cul-de-sacs. The size of this buffer would be dependent upon how <br />centered the cul-de-sacs are. With the 50-foot radius, there would be a 20-foot buffer if the cul- <br />de-sacs were perfectly centered. <br />Commissioner Galatowitsch commented that this buffer distance is very close and a vehicle <br />could cross over between the two cul-de-sacs. <br /> <br />Commissioner Duchenes asked, if the Planning Commission were to chose Option A, would the <br />south side of the northern cul-de-sac be platted now. Ms. Randall stated that Staff would <br />recommend that the property for this cul-de-sac on the Josephine Property be platted and <br />dedicated to the City at the time of development. In the future, if Mr. Bachman were to decide to <br />develop his property, the City would then acquire the rest of the cul-de-sac property. <br />Commissioner Baker asked what the response to this application had been from the Public <br />Works Department. Ms. Randall stated that the Public Works Department prefers the straight <br />through alignment. Commissioner Baker asked if the Public Works Department had any <br />preferences for either Option A or B. Ms. Randall stated that they did not. She indicated that <br />their major concern had been that the radius of the cul-de-sac be up to the City Code. <br /> <br />Commissioner Baker indicated that he lives on a cul-de-sac and suggested that with only 50 feet <br />of pavement the school buses will be required to back up in order to get around the cul-de-sac <br />
