e

e

e

~ ~J I~ ~ 1
IJ1! If'J U

Arden Hills plannin~ Commission - March 3, 1999

11

that it would eliminate the through street alignment while still providing adequate access and a
currently acceptable standard of road for the future. He expressed his belief that the through
street alignment would be the best option; however, considering the comments of the residents,
he was willing to compromise with the double cul-de-sacs.

Commissioner Galatowitsch asked why the north end could not be left as a straight street with a
dead-end. Commissioner Baker stated that this option was not realistic when considering future
development.

Commissioner Galatowitsch noted that the cul-de-sac would be to provide access to the
properties only if the land were divided. Commissioner Baker indicated that when the property
is proposed to be divided this issue would need to be revisited. By changing the Official Map to
a future cul-de-sac, this allows the rnap to be in place in order to prevent the concerns presented
by Staff. He noted that the cul-de-sac would not built at this time.

Commissioner Galatowitsch reiterated that if the current turn around situation is not a problem
for the residents t9 the north, she could not see why it would be a problem in the future. She
stated that the appearance of the two cul-de-sacs being so close together is unusual. She
reiterated that a vehicle could possibly jump the curbs to access the adjoining cul-de-sac. She
expressed her belief that, while cul-de-sacs are a good option, constructing one on the northern
portion would not, enhance any future development and will only infringe on the surrounding
properties.

Commissioner Baker stated that he could not accept the northern street being left as a dead-end
when the current City Map has a workable solution. He reiterated that if the Official Map is
incorrectly redrawn now, it could potentially be costly to the City in the future.

Acting Chair Nelson agreed that a plan must be in place as to the future status of the street. He
stated that the road must either end where it does now, or continue down to the south edge of the
Bachman property. Commissioner Galatowitsch stated that she would prefer for the road to be
extended to the south edge of the Bachman property and dead-end.

Commissioner Galatowitsch asked what would prevent Mr. Bachman from requesting to
construct a cul-de-sac as depicted in Option B in the future. She noted that it would not be any
more difficult todaY than it would be years from now to acquire the land on the Hanson property.
Acting Chair Nelson noted that the home on the lower left portion of the Hanson property has not
yet been built and selecting Option B would prevent the home from being built too close to the
road.

Commissioner Gatatowitsch pointed out that the purpose of a cul-de-sac is to provide access to
homes around the circle. A cul-de-sac at the end of the northern road would only provide access
to the same two properties that currently access the straight street. Acting Chair Nelson
reiterated that the City rnust plan for a road system that will work years down the road.

Commissioner Dl\chenes noted that the primary purpose for a cul-de-sac at the north end is to
provide ample access for large trucks and service vehicles. She stated that part of the
development process is to improve what is currently in place. She indicated that she approves of
