~~~J~T
Arden Hills Planninl! Commission - March 3. 1999
13
tit proposed temporary cul-de-sac, could a settlement be rnade to acquire the necessary property for
Option B. Ms. fumdall stated that this would be left up to the applicant. She indicated that the
property owners could be asked if they would be willing to give up the land, however, it is
unlikely that they would be willing to give the property free of cost.
Commissioner Baker asked if there would be anything to preclude Josephine East LLC frorn
negotiating with the property owners to the south to move their cul-de-sac to the south in order to
reduce the encroachment on lot three. Mr. Rekuski noted that the driveway to lot three is on the
property line.
Mr. Rekuski stated that he would contact the Hanson property owners and provide Staff with a
letter from them within the next couple of days indicating that they are aware of the options
being present to the City Council.
Acting Chair Nelson reiterated that the motion on the table must be voted on. He asked
Commissioner Baker to restate the motion.
Commissioner Baker stated that the motion was to recommend approval of Option A as
presented in the Staff report, conditioned on it being acceptable to the City Engineer.
The motion carried (3-1, Commissioner Galatowitsch opposed).
e This Planning Case will be reviewed at the Monday, March 29, 1999 City Council meeting.
COUNCIL REPORT
With regard to this evening's Planning Case, Councilmember Malone noted to the Planning
Commission that they are not responsible for helping applicants redraw plans that are found to be
unacceptable. Although other options were made available in this Planning Case, the Planning
Commission could have simply denied the case without approving another option.
Councilmember Malone stated that the final candidates for the Parks Director position have been
selected and will be interviewed. He noted that the previous Parks Director, Cindy Walsh, would
be difficult to replace due to her variety of expertise.
Councilmember Malone stated that the Bethel College Park project, north of the railroad tracks,
is still in process. . He indicated that the surrounding neighborhoods are not in favor of the park
and noted that Bethel College had indicated a willingness to expend a great deal of money on the
proposed park.
e
Councilmember Malone reported that the City Parking Ordinance had been changed. The old
Parking Ordinance of no parking more than six hours on a City street was difficult to enforce.
This was due to the fact that the same Deputy, on an eight-hour shift, must enforce the violation.
The new Parking Ordinance restricts parking to no more than 30 minutes between 2:00 a.m. and
6:00 a.m. only, which is consistent with the Parking Ordinances of surrounding communities.
The Sheriff Department has agreed that this will be easier to enforce.
Councilmember Malone stated that, at the February 22, 1999 regular Council meeting, the City
Council approved the Adult Use Ordinance and upheld the recommendations of the Planning
