Parking will also be an issue when the new dorm is <br />opened. The proposed location for the parking lot seems to be appropriate, as it would not affect <br />the surrounding area. <br /> <br />Chair Erickson indicated the only remaining issue would be the location of the tennis courts. He <br />asked Staff if there was commitment from the applicant as to where the tennis courts would be <br />located. Mr. Ringwald stated that this would be determined if and when the proposal comes in to <br />rebuild the tennis courts. He noted that with the construction of the parking lot, the College is <br />not guaranteed that they will get replacement tennis courts. Mr. Hjelle aclmowledged that Bethel <br />College fully understood that the construction of new tennis courts was not being guaranteed by <br />the City, through this approval process. <br /> <br />Chair Erickson stated that locating lighted tennis courts in the area of the softball field, next to <br />Old Highway 10, might be objectionable. Mr. Hjelle stated that at this point the tennis courts are <br />not lit and there would be no plan to light the new tennis courts. <br /> <br />Commissioner Sand noted that the drawing of the proposed parking lot depicts three spaces at the <br />south end which ire wider and may be the handicap spaces; however, they are not designated. <br />He asked the applicant to confirm this with the College's Engineer. <br /> <br />Commissioner Sand noted that the Planning Commission had, in the past, requested that <br />photographs of sites being reviewed be included in the application packets and these were not <br />included with this Planning Case. He indicated that this would have been especially helpful in <br />this case where there is an issue of the grade of the roadway and the topography of the area. He <br />suggested that Staff be consistent in providing photographs with the applications from now on. <br /> <br />Commissioner Rye moved, seconded by Commissioner Nelson, to recommend approval <br />of Planning Case #99-05, Site Plan, to create additional parking subject to the following <br />conditions: <br /> <br />1. If the relocation of the tennis courts is to be located on the Bethel Campus, under <br />a special use permit, an amendment to the Master Plan be acquired. <br /> <br />2. Review of the parking lot layout by the applicant's engineer, and either modifying <br />the parking lots design or supplying a statement that it can operate safely. <br /> <br />3. Compliance with the letter from Bethel College dated December 10, 1998. <br /> <br />4. Rice Creek Watershed District approval. <br /> <br />5. Maintenance of the vegetative buffer on the West Side of this parking lot in <br />accordance with the Shoreland Ordinance. <br /> <br />6. Compliance with the Lighting Standards of the Zoning Ordinance. <br /> <br />7. <br /> <br />Confirmation that handicap spaces will be provided. <br /> <br />8. A finding that the grade of the roadway is acceptable. <br />
