<br />~OO~~l <br /> <br />ARDEN HILLS PLANNING COMMISSION - APRIL 7, 1999 <br /> <br />6 <br /> <br />The motion carried unanimously (7-0). <br /> <br />tit <br /> <br />This Planning Case will be reviewed at the Monday, April 26, 1999, City Council meeting. <br /> <br />Mr. Hjelle stated that he will be relocating to Pennsylvania and he expressed his appreciation to <br />the Planning Commission, and City Council of Arden Hills, for their professional relationship <br />and willingness to work with Bethel College and himself. <br /> <br />Commissioner Sand asked Mr. Hjelle ifhis replacement has been selected. Mr. Hjelle stated that <br />his position will be :filled; however, the new individual has not yet been selected. <br /> <br />PLANNING CASE #99-02 - RALPH HINES - 1700 VALENTINE AVENUE - MINOR <br />SUBDIVISION - PUBLIC HEARING <br /> <br />Chair Erickson cohfirmed that the Planning Case was announced in the March 24, 1999, <br />publication of the Bulletin and opened the public hearing at 8:06 p.m. <br /> <br />Ms. Randall explained that the applicant was requesting approval of a two lot minor subdivision <br />at 1700 Valentine Avenue. The parcel is zoned R-l Single Family Residential. <br /> <br />The applicant proposes to divide the property into two parcels. Proposed Lot 1 (northerly lot) <br />contains the existing home at 1700 Valentine Avenue. The existing home will meet all required <br />setbacks with the proposed subdivision. Lot 2 (southerly lot) is currently vacant. The applicant .- <br />completed a wetland delineation, which found some type 1 wetland on the property line between ., <br />proposed Lots 1 and 2. However, this wetland should not impact the buildability of Lot 2. The <br />proposal meets all required area, dimensions and setback requirements. . <br /> <br />It is Staff's recommendation that the basement elevation not be below 906.2 feet. Engineering <br />specifications, providing proof of adequate drainage below 906.2 feet, may be submitted to Staff <br />for approval below the 906.2 foot level. <br /> <br />Park dedication fees were not paid with the platting of Valentine Hills. Park dedication fees <br />should be required with approval of this minor subdivision. <br /> <br />Ms. Randall advised that the Staff recommend approval of Planning Case #99-02, Minor <br />Subdivision, subject to the following conditions: <br /> <br />1. Payment of the appropriate park dedication fee. <br /> <br />2. Recording the subdivision in the form of a Registered Land Survey. <br /> <br />3. Rice Creek Watershed District approval. <br /> <br />If the Plamring Commission makes a recommendation on this Planning Case, it would be heard <br />at the Monday, April 26, 1999, regular meeting of the City Council. tit <br /> <br />Chair Erickson requested confirmation that the Minnesota Department of Natural Resources does <br />not protect the Type 1 wetland. Ms. Randall confirmed that this wetland was not a DNR <br />Protected Wetland. <br />
