<br />ARDEN HILLS PLANNING COMMISSION - APRIL 7, 1999 <br /> <br />~~~~y 7 <br /> <br />e <br /> <br />Chair Erickson asked how the wetland area would affect the buildable area of the lot. Ms. <br />Randall explained that the wetland must not be built in unless the wetland was filled, which <br />would require permits from the Rice Creek Watershed District and the US Army Corps of <br />Engineers. <br /> <br />Commissioner Galatowitsch asked if there are additional setback requirements from the wetland <br />area. Ms. Randall stated that current city regulations do not require such a setback. <br /> <br />Commissioner Sand asked if the property is currently one lot. Ms. Randall stated that it is. <br />Commissioner Sand noted that a photograph shows a sold sign on the property. He expressed his <br />concern that the property had been put on the market before the subdivision had been approved. <br />Ms. Randall explained that the applicant is the buyer of the property and the sale is subject to the <br />approval of the minor subdivision. <br /> <br />Ms. Billy Schacht, 1683 Lake Valentine Road, stated that she could not understand why someone <br />would want to split a lot. She indicated that the lots in her neighborhood were set up to be 250 <br />feet long and 100 feet wide and most people prefer long lots. She expressed her concern that the <br />split lot would not fit properly within the neighborhood. <br /> <br />e <br /> <br />Ms. Bridgette Hieu, 1700 Lake Valentine Road, concurred with Ms. Schacht in that she too could <br />not understand why a person would split a large lot. She noted that there are a number of mature <br />trees on the lot, which may be affected. Additionally, it is unknown what type of home would be <br />built on the second lot. She also expressed her concern of where the construction equipment <br />would be kept while building the new home. <br /> <br />Ms. Schacht noted that the wetland on the property used to be a pond and is now dry. <br /> <br />Mr. Craig Wilson, 1677 Lake Valentine Road, expressed his concern of how the entire area may <br />be affected if the wetland was filled and he suggested that an appropriate study be conducted in <br />order to determine this. <br /> <br />Ms. Schacht noted that at the rear of the properties along Lake Valentine Road there is a <br />drainage, which flows from the High School. There had been a stream running through her <br />property and because the drainage has been changed this no longer flows behind her lot, <br />however, the area is still wet. <br /> <br />Ms. Dorothy Raetz, 1703 Lake Valentine Road, stated that the area in concern is wet. She <br />indicated that the former owners of the property used to keep the pond filled with a hose and the <br />area is now dry. This is a low spot and the water does run into her backyard. If the topography <br />is disturbed and more water runs into her backyard she would expect someone to do something <br />about it. <br /> <br />Chair Erickson closed the public hearing at 8:17 p.m., as no one else wished to address the <br />e Planning Commission. <br /> <br />Chair Erickson asked Staff if any thought had been given to maintaining a drainage easement on <br />the property. He noted that there had been an issue with a new building north of Lake Johanna, <br />which was built in a natural flow area. In this case, the City, had been involved in creating a <br />
