Mr. Ringwald stated that they were not. He indicated that he had wanted .., <br />confirmation of the tentative schedule and at what point the Planning Commission would want to <br />involve the neighbors and property owners. He noted that, under the current process, the public <br />would be brought in at the end of the process. However, he suggested that since this would be a <br />new Zoning District, which will involve discussions on how the properties would be developed, <br />the Planning Commission may choose to do this sooner. <br /> <br />Commissioner Rye suggested notifYing the property owners and neighbors of the schedule early <br />and detennine, from their response, when to hold the public hearing. Chair Erickson concurred. <br /> <br />Commissioner Sand suggested that, if the City is going to commence a study of the <br />Neighborhood Business District, a definition should be included. Mr. Ringwald stated that this <br />would be discussed at the next Planning Commission meeting. <br /> <br />Commissioner Nelson asked if all other Districts have been defined. Mr. Ringwald stated that <br />not all have been defined. <br /> <br />Commissioner Sand noted that the Planning Commission has recommended to the City that it <br />create a Land Use Plan and a Zoning Plan for the Twin Cities Army Ammunition Plant with <br />specific concepts and this work has not yet been done by Staff. Mr. Ringwald stated that the <br />Staffs time is limited and that the City Council prioritizes how these issues will be dealt with, <br />the Staff in tenn works on these special projects as well as numerous other on-going projects. e <br /> <br />Commissioner Nelson asked if any of the TCAAP Zoning Districts were defined. Mr. Ringwald <br />stated that the only Zoning Districts, which have not been defined, are Mixed Residential, Mixed <br />Business, and Park Preserve. These Zoning Districts will be defined as the City begins the Phase <br />II TCAAP Planning Study later this year. This leaves only the Neighborhood Business District <br />to be defined. <br /> <br />Commissioner Galatowitsch stated that defining the Neighborhood Business District will take <br />some creativity as it may involve, not only the sites under consideration at this time, it may also <br />involve the TCAAP area. Mr. Ringwald agreed that the Planning Commission must consider <br />what makes each site unique and the fact that the City may want some Neighborhood Business <br />Districts at TCAAP. Commissioner Galatowitsch commented that the existing sites for <br />Neighborhood Businesses are small, isolated areas, however they may not always remain this <br />way. <br /> <br />Commissioner Sand stated that the Ordinances from Roseville and New Brighton shQuld have <br />been included in the Attachments. Mr. Ringwald stated that the Staff had requested <br />Neighborhood Business ordinances from all of the adjacent cities and either they did not yet send <br />one to the City or they did not have such a district. <br /> <br />Commissioner Sand stated that he has a long history with the County Road D and Cleveland <br />Avenue comer, having lived in the area all his life. He stated that he wants to make sure that any <br />development of any comers in Arden Hills, under the Neighborhood Business District, be done <br />in a fashion that is orderly, and that there be definition as to what a Neighborhood Business is, <br />what uses are permitted and what uses are not.
