He noted that a website involves a great deal
of monitoring and maintenance.

e

Commissioner Nelson asked Councilmember Malone what he had meant when had he stated that
the City has until June to finalize the Arsenal land agreement. Councilmember Malone stated
that the City has 90 days to act on the bids for the new City Hall.

Commissioner Rye asked how long the City Hall project is expected to take. Councilmember
Malone stated that the project should be completed within one year.

Commissioner Galatowitsch asked if the City has taken into consideration the possibility of not
obtaining the land at the Arsenal. Councilmember Malone stated that the City Council is
confident that the land transfer will occur. It is now a question of the status of the paper work.
He noted that the war in Kosovo might be affecting the process.

Councilmember Malone stated that the Minnesota National Guard wants the land from the Army
and they have worked out a deal through the Pentagon to obtain the land. The Minnesota
National Guard has indicated to the City of Arden Hills that, once they obtain the land, the lease,
which has already been negotiated, will go through for the City.

Commissioner Galatowitsch stated it is likely that the upper echelon of the Army does not know e
that the City of Arden Hills exists. Councilmember Malone stated that this does not matter since
the land transfer is not an issue between the Army and Arden Hills. The transfer is between the
Army and the Minnesota National Guard.

Councilmember Malone stated that one issue, which may be a factor, is retrocession. The City
has twice been asked for a retrocession and has not yet responded.

ADJOURNMENT

Commissioner Sand moved, seconded by Commissioner Nelson to adjourn the meeting at
10:02 p.m. The motion passed unanimously (7-0).

e
