In addition, the ongoing drainage problems have also caused damage to <br />the facilities. <br /> <br />Does the City own the land on which the oark is located? <br />No. The City obtained an easement to constrUct and provide park services at the time the Mobile <br />Home Park was constructed. As long as the Mobile Home Park exists, the City will be able to <br />maintain the park complex. <br /> <br />Whv is the City orooosinl! to undertake drainal!e imorovements? <br />To the best of staffs' knowledge, the City does not have any storm water easements within the <br />Mobile Home Park. As a fesult, the City has no legal responsibility for the drainage <br />improvements proposed as part of this project. The City has attempted, fOf many years, to <br />encourage the property owner to improve the drainage problems that exist in the park. <br /> <br />Previous staff members all met with, discussed and encouraged the drainage improvements with <br />Mr. Husnik, current property owner. The City Engineer had previously pfesented cost estimates <br />detailing the types of improvements necessary to correct the drainage. Mf. Husnik has been <br />feluctant to undertake the level of drainage improvements suggested by the City. Howevef, . <br />eventually, Mr. Husnik did improve the dfainage swale around the tennis courts, but did not <br />undertake any of the other improvements pfeviously suggested by the City. <br /> <br />The current design of the park area requifes a different drainage design than initially proposed <br />several years ago. The relocation of the structures, and the need to construct an access <br />trail/bridge fequires culvert construction. The bfidge over the dfainage area is necessary to allow <br />City maintenance equipment into the park. The construction of the garage shown on Exhibit A- <br />3/3 has limited our access to the park. The City could not maintain a skating rink in the pafk this <br />past winter, for the first time, because it could not access the site to flood the rink. <br /> <br />The City recently completed a drainage report that identified all of the areas within the <br />community that had a need for drainage improvements. 1bis area was rated "high" in terms of <br />the need for improvements. <br /> <br />The dfainage improvements proposed do not affect or improve any drainage problems that may <br />exist outside the impacted area. In addition, improvements projected by Ramsey County to <br />Highway 96 do not impact this drainage problem, Of any of the proposed general park <br />improvements. <br /> <br />Who would use these new facilities? <br />Using the recently acquired socio-economic data, the City has been able to map out the total <br />number and age of childfen currently residing in the Mobile Home Park. <br /> <br />. <br />
