The <br />improvements proposed would be geared fOf those children. <br /> <br />What imnrovements were nrol!:rammed for 1999? <br />The City budgeted for two specific improvements to Arden Manof Park in 1999. Those two <br />improvements wefe: <br /> <br />· Playstructure = <br />. Full-size basketball court = <br /> <br />$23,000 <br />$30,450 <br /> <br />Where would the funds come from to nav for the imnrovements? <br />The funds for this project could come from the following sources: <br /> <br />. <br /> <br />Park Fund -- Sheltef/Basketball Court/Soil Correction <br />SWM Fund - Drainage Improvements <br />Park Maintenance Genefal Fund - Playstructure <br />Pfoperty Assessments - Dfainage Improvements <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />The current balance of the Park Fund is appfoximately $460,000. The Park Fund was <br />established from the proceeds of park dedication fees from developers, and other sources. <br /> <br />How would an assessment nroiect work in this case? <br />Under the Arden Hills Assessment Policy, the City has the authofity to assess fOf this type of <br />improvement project. Howevef, the City has never assessed a property owner under the policy <br />fOf a project of this nature. In addition, the City created the Surface Watef Utility Fund in 1993 <br />to handle most drainage improvement projects. <br /> <br />Due to the nature of ownefship in the mobile home park, an assessment would most likely be the <br />responsibility of the property owner. The individual mobile home ownefs would not be difectly <br />assessed for these improvements. The property ownef could obviously use other means, such as <br />rent increases, to be feimbursed for the cost. <br /> <br />The City's Assessment Policy would fequire the City to determine the stormsewer taxing district <br />that would benefit the improvement. Pfiof to pfoceeding with an assessment, staff would <br />recommend additional research with the City Attorney on the potential stormwatef assessment. <br /> <br />Are there anv other reasons that mav sunnort nroceedinl!: with this nroiect? <br />The fesidents of Arden Manof are isolated from the remainder of the community. They currently <br />do not have a direct link to any of the City's other parks. <br /> <br />The design developed took into consideration park safety issues. All of the activities are <br />proposed to be felocated near the main building/emefgency shelter to alleviate safety concems. <br />
