If for any reason the City Administrator cannot issue a certificate as provided in <br /> <br />this Subdivision, and there has been an assessment proceeding in connection with the <br /> <br />construction of the main, then the City engineer shall compute the assessment which <br /> <br />would have been levied against the subject lot or parcel on the same basis as <br /> <br />assessments previously levied against other property for the main, and the City <br /> <br />Administrator's certificate may be issued upon payment of the amount to the City <br /> <br />Administrator. In the event that there has been no assessment proceeding in <br /> <br />connection with the laying of the main, the City engineer shall compute the charge <br /> <br />to be made for the connection on the basis of the benefit to the property from the <br /> <br />construction of the main, and the City Administrator's certificate shall be issued <br /> <br />upon payment of the charge. <br /> <br />C. In 1feu of requiring payment of the charge as computed under this Subdivision <br /> <br />at the time the connection permit is issued, the Council may, upon request of a <br /> <br />property owner desiring the connection, certify the amount to the County Auditor, <br /> <br />together with a legal description of the premises' served, to the end that the <br /> <br />connection charge shall be paid in equal installments over a period of twenty (20) <br /> <br />years, with ,interest thereon at the rate of six (6) percent per annum, in the same <br /> <br />manner as provided for collection of assessments in Chapter 429 of Minnesota <br /> <br />Statutes, as amended. <br /> <br />Subd. 6 Turning on Water.
