If for any reason the City Administrator cannot issue a certificate as provided in this Subdivision, and there has been an assessment proceeding in connection with the construction of the main, then the City engineer shall compute the assessment which would have been levied against the subject lot or parcel on the same basis as assessments previously levied against other property for the main, and the City Administrator's certificate may be issued upon payment of the amount to the City Administrator. In the event that there has been no assessment proceeding in connection with the laying of the main, the City engineer shall compute the charge to be made for the connection on the basis of the benefit to the property from the construction of the main, and the City Administrator's certificate shall be issued upon payment of the charge. C. In 1feu of requiring payment of the charge as computed under this Subdivision at the time the connection permit is issued, the Council may, upon request of a property owner desiring the connection, certify the amount to the County Auditor, together with a legal description of the premises' served, to the end that the connection charge shall be paid in equal installments over a period of twenty (20) years, with ,interest thereon at the rate of six (6) percent per annum, in the same manner as provided for collection of assessments in Chapter 429 of Minnesota Statutes, as amended.
