Unless authorized by the commissioner, no person shall <br /> <br />connect, disconnect, take apart, or in any manner change or cause to be changed, or <br /> <br />interfere with any such meter or the action thereof. <br /> <br />Subd. 2 Security Deposit. <br /> <br />A. Each water customer of the City shall make a security deposit for a water meter <br /> <br />before installation of the meter, which deposit shall be in the amount of one hundred <br /> <br />twenty (120) percent of the actual cost of the meter rounded to the nearest five <br /> <br />dollars ($5.00) over the actual cost. At the time the security deposit is made on a <br /> <br />water meter, an additional fee in an amount established from time to time by Council <br /> <br />resolution shall be paid by the customer to the City to cover the expense of <br /> <br />installation of the meter. This additional fee shall be made only upon installation of <br /> <br />meters two (2) inches or smaller in size. <br /> <br />B. The security deposit shall be kept by the City Administrator as a credit against <br /> <br />the property upon which the meter has been installed, without reference to the <br /> <br />ownership of the property. The deposit shall be refunded to the property owner only <br /> <br />on request in the event municipal water service to the property is discontinued and <br /> <br />the service pipe is disconnected at the stop box and the meter is removed; provided, <br /> <br />10 - 23 <br />
