Mr. <br />Ringwald provided the audience members with a chart which explained the different uses that are <br />permitted, not permitted, or permitted under a special use for each of the different zoning <br />districts. <br /> <br />Mr. Steve Nelson stated that his interest was in the County Road D and Cleveland Avenue site as <br />he was currently in the process of developing a plan for what will fit on this site. He asked the <br />Planning Commission for any additional comments or questions with regard to Site Design items <br />number two, Buffering; number four, Circulation and Parking; and number seven, Building close <br />to street versus parking close to street. He had hoped to present the Planning Commission with a <br />site design for this site at its next meeting. <br /> <br />Commissioner Sand asked Mr. Nelson ifhe was aware that this corner was a designated Gateway <br />comer. Mr. Nelson stated that he was aware that the site is a Gateway corner. He asked if the <br />Planning Commission had any suggestions or comments at this time for the development ofthis <br />site. <br /> <br />Commissioner Galatowitsch stated that this was the reason for this evening's discussions and all <br />the parameters of the new zoning district have not yet been decided. Chair Erickson added that <br />the Planning Commission had not reached the point of discussing site designs. <br /> <br />Commissioner Sand stated that this corner has been discussed a long time and has jokingly been <br />known as "Dave's corner" because he lives near it and has a strong interest in what develops on <br />the site. His response to Mr. Nelson was that this corner must be considered in the context that it <br />is an entry to Arden Hills and this represents the City of Arden Hills. It was his opinion that the <br />City wants entryways into Arden Hills to tell people as they arrive that this is a different village <br />than what is seen at the other comers on County Road D. He added that this site is also limited <br />due to its size so it restricts what can be constructed. Additionally, what will be happening at the <br />other corners must be taken into consideration. <br /> <br />Commissioner Sand indicated that Ken's Market in New Brighton is being reconstructed and will <br />be set back from the corner with an L shaped building. The parking will be expanded in the front <br />portion ofthe site towards the street. Therefore, on all other corners the buildings will be setback <br />from the street. Whether or not the building at the County Road D and Cleveland Avenue site <br />should be setback from the comer as well is an architectural determination. However, since there <br />are houses behind this site, the residents would probably prefer to have the building adjacent to <br />the homes rather than cars, which generate noise and fumes. Therefore it was his preference that <br />the building be setback on the site with the parking to the front, while accommodating the <br />Gateway landscaping with the parking area on the corner to provide for the entryway signage. <br /> <br />Ms. Cathy Arth, 1373 Arden View Drive, stated that she lives directly adjacent to the Old City <br />Hall. She stated that it was the intent of her Townhouse Association to send a survey to the <br />Townhouse residents to determine what they would or would not want to see developed at this <br />site. However, it was now her understanding that it does not matter what the properly is zoned <br />because the City can put in what they want according to the Comprehensive Plan. <br /> <br />Chair Erickson stated that this was incorrect. He indicated that part of what was being discussed <br />this evening was that this site had been designated on the Comprehensive Plan as a <br />Neighborhood Business site, as opposed to the current B-1 and R-l zoning districts. The intent <br />is to restrict this site more than it currently is according to the current zoning. The current <br />
