At the April 19, 1999, Council Work Session, <br />the Public Works Director explained the different types of meters, specifically reading <br />technology, which are available. Council then authorized the Director to proceed with necessary <br />steps for replacing the residential meters with radio-read meters at an estimated cost of $570,000 <br />maximum. <br /> <br />Sumo Pumo Discharl!:e Insoection <br />Following heavy rains, the City Public Works staff witnesses increased pump run times at each <br />of the City's lift stations. (Lift station pump hour meters are monitored and recorded daily.) <br />Staff believes that a large number of residential sump pump discharges may be illegally <br />connected to the City's sewer system, adding clean ground water to the sewer system. The <br />Public Works Director asked Council at its May 24, 1999 meeting to consider adding an alternate <br />to the residential meter replacement Request for Proposals (RFP) whereby the meter installers <br />would also do a visual inspection of sump pump discharge connections. Council agreed to add <br />the alternate. Costs for the inspection alternate were estimated to add $23,500 to the meter <br />replacement project. <br /> <br />Request for Prooosals <br />The Public Works Director drafted specifications for the "99 Residential Water Meter <br />Replacement Project" as follows; <br /> <br />. The Base Bid - included replacement of all the residential meters ten years old or older and <br />upgrading the newer meters with radio-read transponders compatible with the City's <br />industriaVcommercial radio-read equipment. (Those vendors who could not upgrade the <br />City's newer meters with their equipment would have to provide all new meters.) This bid <br />covered only the area south of the Sault Ste. Marie railroad tracks which run east and west, <br />north of County Road E. Approximately 1000 residences are in this area. <br />
