If the preliminary plat is not approved by the Council, the factual <br /> <br />bases and reasons for such action shall be set forth in a written document <br /> <br />which shall be transmitted to the developer. If the preliminary plat is <br /> <br />approved, such approval shall not constitute final acceptance of the proposed <br /> <br />development. Furthermore, any approval of preliminary plat shall be subject <br /> <br />to the receipt of security in the form and amount required by $i'ijsection <br /> <br />2~1{}(a~~}.flereefl.AMMtn <br /> <br />9. Upon certification by the zoning administrator that the required <br />performance bond has been received and approved by the City attorney, <br />building permits may be issued for the construction of the buildings, <br />structures, and improvements in the particular phase of the development <br />encompassed by the preliminary plat so approved. <br /> <br />C. Final Plat. <br /> <br />1.
