Post, Interim City Administrator (jfj!) <br /> <br />Organization Goal Prioritization <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Exoectations <br />With the recent departures of both Mr. Ringwald and Mr. Fritsinger from the <br />organization, the need to clearly identify prioritization of outstanding goals, projects and <br />issues is readily apparent. More limited time resources imply a more limited scope of <br />work activities. Staff is committed to delivering the high level of quality service you have <br />come to expect, but needs direction on what the deliverables should be. <br /> <br />. <br /> <br />I also have a management belief that, during times oftransition, staff is more motivated in <br />an "accomplishment' rather than a "coping" environment. The belief that, as an <br />organization, we are moving forward toward a plan, and not drifting sidewise is <br />important. Clearly, not everything the City is involved in is product or end-result <br />oriented. Many items are process oriented where the City's role is to monitor and effect <br />change over time. My hope is that, during the interim period, only essential monitoring <br />items are given attention. <br /> <br />1999 Council/Staff Retrcat Goals <br />At the February 19, 1999 City Council/Staff Retreat, six (6) key 1999 Goals and <br />Objectives were identified. It may be useful to relate these strategic goals with later <br />description of current project backlog. <br /> <br />I. Volunteers/Committees (define, design, organize, implement, coordinate volunteers) <br />2, TCAAP (get in control, complete study, assess viability, implement plan) <br />3. City Hall (design, cost agreement, dig hole, build, integrate technology) <br />4. Staffing (rationillize structure, roles, retain, stability, understanding oflimitations) <br />5. Hwy. 96/Hwy. 10 (when, how funded, project scope, detail, who is in charge) <br />6. Maintenance Garage (define program, define parties, reach level of control <br />understanding) <br /> <br />. <br /> <br />Rcmaininl! 1999 City Accountant Maior Proiects/Goals <br />I. Be "point person" for City Administration position hire <br />2. Complete Budget process, including Truth-in-Taxation requirements <br />3. Work closely with Public Works to coordinate residential water meter replacement <br />project, including establishment of three (3) billing districts <br />
