Post, City Accountant ~ <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Proposed 2000 - 2004 Capital Improvement Plan <br /> <br />Backl!:round <br />The proposed 2000 - 2004 Capital Improvement Plan (ClP) is enclosed. The CIP document has <br />been broken down into three (3) sections: Introductory, Overview, and Improvement Projects. <br />The Introductory section includes this letter of transmittal and policy information. The Overview <br />section contains summary data regarding overall funding sources, project costs by type of <br />improvement, and cash flow projections for ongoing project funds. The Improvement Projects <br />section contains detailed information by project, grouped by department. For each project, a <br />brief summary is provided showing the proposed year of construction/activity, estimated total <br />cost by type of improvement, proposed resources to fund the project, and a narrative description <br />of the project, justification and the project's scheduling and status. <br /> <br />The projects in this CIP totill $14,603,500 in capital spending over the next five (5) years. This <br />compares to $16,207,650 in the adopted 1999 - 2003 CIP. Two individual projects (City Hall <br />and Maintenance Garage facilities) represent $5,300,000, or thirty-six percent (36%) of the <br />proposed 2000 - 2004 total. <br /> <br />Even more so than the Operating Budget, the CIP is a planning document that makes a general <br />policy statement through its allocation of limited resources to various community needs and <br />requests. The document states that the City Council's prioritization of the limited resources <br />available for capital project spending by identifying which projects should be included, when <br />they should be constructed or activated, and how they will be financed. <br /> <br />The CIP is more than a plan, because it represents the City's tentative commitment to comply <br />with that plan, unless circumstances or priorities change in the future. The commitment is more <br />certain in the first year ofthe CIP, and becomes increasingly more tenuous in subsequent years. <br />Nevertheless, the CIP can be thought of as the City's present plan and priority for improvements <br />over the next five (5) years. Even though the CIP represents a tentative commitment, adoption of <br />the CIP does not authorize the construction of projects or purchase of equipment, because State <br />statutes and City policies must be followed to authorize expenditures. <br />
