<br />. <br /> <br />. <br /> <br />. <br /> <br />Memorandum, 2000 - 2004 Capital Improvement Plan <br />Page Two <br />August 12, 1999 <br /> <br />Capital Improvement Process <br />The five (5) year CIP is developed as part of the City's annual budget process. This process <br />typically begins in April with preliminary approval in June/July, and [mill approval in December. <br /> <br />Annual review of the capital plan is necessary in light of changes to the plan, forecasts, and other <br />conditions that could alter the scheduled improvements. These changes are then reflected in the <br />new succeeding year's capital budget. <br /> <br />The CIP is not intended to serve as a document that is inflexible. In fact, the document is <br />purposely set up to be flexible and used to provide descriptions of projects and their justification <br />for completion. Most equipment and vehicles are scheduled for replacement on a regular basis <br />(i.e., vehicles every seven (7) years or computers every three (3) years). However, the City <br />Council is required to evaluate the condition of the equipment before actually including the items <br />for replacement in the current year's budget. <br /> <br />Questions related to any of the items included in this plan should be directed to the appropriate <br />department. <br />
