.

.

.

CITY OF ARDEN HILLS

MEMORANDUM

DATE:

August 25, 1999

TO:

Mayor and City Councilmembers

Terrance R. Post, Interim City Administrato@

Consultant Recommendation for Creation ofTCAAP Civic Center

Zoning District

FROM:

SUBJECT:

Backl!:round
As part of the Twin Cities Army Ammunition Plant (TCAAP) re-use planning effort conducted
in 1995 and 1996, a portion of the acreage was identified for public and institutional land use.
This conceptual land use vision was reinforced when the City of Arden Hills submitted its
Comprehensive Plan update to the Metropolitan Council in late 1998.

Issue
Future identified public and institutional land use areas on TCAAP are not supported by
consistent zoning requirements. Recognizing both this fact and the probability ofland
conveyances from the Army to both the City of Arden Hills and Ramsey County for one land
area occurring in the near future, the City requested proposals for planning services on June 25,
1999.

Revised Timetable
The original timetable distributed with the Request for Proposals (RFP's) called for consultant
selection and contract appraisal on August 9, 1999. Because of staff turnover, I would suggest
the following revised timetable.

1.
2.
3.
4.
5.

Activitv
Vendor selection/Contract approval
Commence update of Comprehensive Plan
Presentation of draft Zoning Districts to Council
Public Hearing before Planning Commission
City Council approval of Zoning District

Orilrlnal
8/09/99
8/ I 0/99
9/20/99
10/06/99
10/25/99

Revised
8/30/99
8/31/99
10/18/99
11/03/99
11/29/99

Staff Review of Submitted RFP's
The City received and reviewed RFP's from three (3) firms: BRW, MFRA, and Resource
Strategies Corporation (RSC). It appears that all three firms are qualified to undertake this
assignment. However, there are significant differences in proposed compensation for the
professional services.
BRW
MFRA
RSC

Not to exceed $13,700 (Attachment A)
Proposed fee of $5,475 (Attachment B)
Not to exceed $8,500 (Attachment C)
