<br />. <br /> <br />CITY OF ARDEN IDLLS - TCAAP PLANNING <br /> <br />Planning Services - Request for Proposals <br /> <br />... <br />...,. <br /> <br />REOUEST FOR PROPOSALS <br />The City of Arden Hills, Economic Development Authority (EDA) is soliciting proposals for the <br />creation of the Civic Center zoning district on the Twin Cities Army Ammunition Plant <br />(TCAAP). <br /> <br />Previously, the City has conducted extensive public planning processes for the redevelopment of <br />TCAAP. In 1995-96, this planning process provided for consensus between the 24-member <br />Vento TCAAP Re-Utilization Committee and the 16-member Arden Hills Task Force <br />(Attachment A). In 1998, this planning process culminated with the updating of the City's <br />Comprehensive Plan (Attachment B). <br /> <br />The Civic Center area ofTCAAP is located immediately north of the intersection of Highway 96 <br />and Hamline Avenue and is approximately 170 acres in size. The Re-Use plan and <br />Comprehensive plan for this area contemplate a wide variety of uses. Those uses include: retail; <br />office; residential; civic campus; city park; interpretive center; institntional uses; and a possible <br />elementary school. The City desires to have the Civic Center area function as the hub of the <br />TCAAP redevelopment effort, as well relate to the community as a whole. <br /> <br />The United States Government is in the process of releasing 40 acres ofland in this Civic Center <br />area for a City Hall (4 acres) and a Joint Maintenance Facility (36 acres). These uses will be the . <br />first uses in this redevelopment area. As such, the development of these sites will set the stage <br />for future redevelopment of this area. The City needs to ensure that these uses and all those that <br />follow are in-line with the recommendations and conclusions of the planning that has occurred to <br />, date, <br /> <br />GENERAL CITY INFORMATION <br />The City of Arden Hills is a second ring suburb and is located in the northern sector of the Twin <br />Cities Metropolitan Area. Arden Hills encompasses approximately 9.4 square miles entirely <br />within Ramsey County. The City of Arden Hills is approximately 10 miles north of the <br />downtown's of Saint Paul and Minneapolis and 13 miles north of the Minneapolis-Saint Paul <br />International Airport. The current population of Arden Hills is estimated to be 9,692 persons <br />(Metropolitan Council estimate, April of 1997). The Northerly 2,370 acres of the City is <br />TCAAP. The City of Arden Hills, but for TCAAP, is approximately 95 percent fully developed. <br />The City of Arden Hills is entirely within the existing Metropolitan Urban Service Area <br />(MUSA). <br /> <br />The City of Arden HilIs has been considered a "village of homes" but it also has been successful <br />in its efforts to attract desirable business and industry. The City of Arden Hills is the corporate <br />home for such companies as: Cardiac Pacemakers; Mutual Service Insurance; Land 0' Lakes; <br />Control Data; H.B. Fuller; Phannacia Deltec; Dynamark; and Manufacturers Service Limited. <br />The City of Arden Hills is also home to Bethel and Northwestern Colleges. <br /> <br />. <br />
