He prepared station area development <br />plans for the Chapel Hill to Durham LR T system. <br /> <br />Mr. Weber conducted community development planning for the 1-494 <br />Reconstruction Design and EIS (Minneapolis), the TH 169 Alignment and <br />EIS (northern Minnesota), the Southeastern Wisconsin LRT Comprehensive <br />Plan, the Hennepin County Comprehensive LRT System Plan and EIS <br />(Minneapolis and suburbs), the TH 14/52 Alignment and EIS (Rochester, <br />MN), the TH 252/610 Alignment and EIS (Minneapolis suburbs), and <br />79th/80. He has studied and <br />prepared reports on the interrelationship ofland development and fixed- <br />guideway transit systems in suburban and central city locations, and prepared <br />the Trade-Off Analysis for the Central Corridor AA/DEIS in the Twin <br />Cities, Mr. Weber has compiled and studied a comprehensive library of <br />scholarly publications and planning documents on the relationship ofland use <br />and transportation. <br /> <br />Environmental Impact Reports <br /> <br />Mr, Weber has assisted in the preparation of environmental impact statements <br />for a 3,200-acre sanitary landfill in Hennepin County, 1-494, TH 610/252, <br />Minneapolis West River Parkway, TH 14/52 in Rochester, 79th/80th Street <br />in Bloomington, and the Savage Fen and Eagle Creek in Savage, MN. <br /> <br />Housing and Community <br />Development Assistance <br /> <br />Housing and community development assistance plans by Mr. Weber include <br />two Comprehensive Housing Affordability Strategies, a Consolidated Strategy <br />and Plan, a CDBG Plan for Eau Claire, WI, and a Comprehensive Housing <br />Plan for Willmar, MN. <br /> <br />Bicycle System Plans <br /> <br />Mr. Weber's bicycle system work includes a route linking downtown <br />Milwaukee to the Bay View Neighborhood through the Port of Milwaukee; <br />the 5,6-mile East River Bikeway in Manhattan, New York; a greenways <br />system plan for the St. Louis metropolitan area; the eight-mile Mississippi <br />River Heritage Trail through Dubuque, IA; and system plans for Oakdale and <br />Vadnais Heights, MN, and EauClaire and Superior, WI. <br /> <br />Public Participation and <br />Communication <br /> <br />Mr. Weber believes that inclusive participation and communication are keys <br />to project success, He has used methods including nominal group, snowcard, <br />dot voting) open discussion. focus groups, visual preference surveys, <br />sketching, interviews and opinion surveys. <br /> <br />f1' <br />. <br />. <br />. <br /> <br />'il'20524.doc - (4/99) <br />
