PHILOSOPHY <br /> <br />The intent of the project is to create a new "Civic Center" zoning district. This new district <br />would be incorporated into the current ordinance and will include guidelines, uses and <br />performance standards. The format and organization would mirror the other zoning districts. <br /> <br />MFRA's general approach is to begin with reviewing all existing materials developed relating to <br />the areas - relevant plans, ordinances, meeting minutes and ideas to reaffirm the intent for the <br />Civic Center area. We would then look at the "known" uses, such as the new City Hall and the <br />proposed Public Works Maintenance Facility and identify zoning issues related to both. These <br />buildings will set the stage for future development and the standards applied will impact the size <br />and feel of this key area of the City for the future. <br /> <br />From this information we will develop a "purpose" section that sets forth the intents or design <br />parameters and guidelines for the area. The other major part of the ordinance will be a uses and <br />standards section to implement the intent and guidelines set in the purpose section. We will offer <br />a selection of performance standards and work with the City to evaluate them. Where <br />appropriate, we will provide sample streetscape drawings to show the impact of such items as <br />setbacks, heights, overhead doors and outdoor storage. We will present alternative standards in <br />written and graphic form to help the City decide on the specific standards for the Civic Center <br />area. We will refine these parameters with the staff, EDA, Planning Commission and City <br />Council in order to finalize the ordinance. <br />
