He manages MFRA's public and private urban planning <br />efforts and landscape architecture services. These services include the generation of site design <br />concepts, land use plans involving small tracts of land to large mixed use planned unit development, <br />and entire city comprehensive land use plans. His area of expertise involves formulating plans and <br />strategies for the implementation of real estate developments for residential communities, business <br />campuses, institutional facilities, and master site plans. <br /> <br />Kathleen 0 'Connell is a Professional Landscape Archi1ect with experience in the San Francisco and <br />Twin Cities metropolitan area. She is known for creative approach to site design and planning. Her <br />work in the metropolitan area included numerous planning and design projects for private development <br />projects and the cities of Vadnais Heights, RosemountlApple Valley and Fridley. She has worked on <br />large-scale land use plans for the cities of Woodbury, Northfield, and Rosemountl Apple Valley, as well <br />as large scale master site plans and land use plans in Woodbury, Maple Grove, and Burnsville. <br />Recently, Ms. O'Connell completed park design for two (2) city parks and an open/play space element <br />for the Blake School. <br /> <br />Jeff Roos is a Professional Engineer with experience in all facets of municipal engineering. Jeff is the <br />city engineer for the City of St. Michael and provides engineering, planning and administrative services <br />to the City of North Oaks. Jeff oversees the municipal services function at MFRA. <br />
