<br />... .. .. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />L <br /> <br />n. <br /> <br />City of Arden Hills <br />Civic Center Zoning District Ordinance <br />Proposed Work Plan and Budget <br /> <br />INTRODUCTION <br /> <br />The City of Arden Hills has requested proposals to assist the City in developing a new <br />zoning district to implement the recommendations and policies of the Twin Cities Army <br />Ammunition Plant (TCAAP) Re-Use plan and the Comprehensive Plan pertaining to the <br />Civic Center portion of the property. The zoning district provisions will be prepared to be <br />flexible in nature, to promote responsible development practices, and consistent with <br />existing City plans and ordinances. Further, the new zoning district needs to be written in <br />a manner that is Wlderstandable to the public, protects the City's interests and is fOWlded <br />on accepted legal land use principles. <br /> <br />PHILOSOHY AND OBJECTIVES <br /> <br />The objectives in the development of the Civic Center zoning district include: <br />. Develop an approach to the framework of the zoning district that best implements the <br />recommendations and policies of the TCAAP Re-Use and Comprehensive Plans. <br />. Establish the desired and proper level of City control over public and private <br />development. <br />. Provide the tools necessary for the City to implement policies regarding the use, <br />appearance and impacts related to the development of property in a reasonable <br />manner. <br />. Provide ordinance standards that encourage creativity and flexibility in the design of <br />development and related features. <br /> <br />. Develop an ordinance that is understandable to its users, easily administered and based <br />upon accepted legal principals. <br /> <br />. Maximize staff professional and technical assistance. <br />.
