Presently, <br />the firm employs two principals and two associate planners. Attached to this proposal is <br />the Firm Profile. <br /> <br />Proiect Team and Exoerience <br />Recently, Ann Perry joined the firm as a principal and is uniquely qualified to serve as the <br />project manager and principal planner for this project. She has nearly 21 years of local <br />r1..nning experience including serving most recently as the pl..nning Director for the City <br />ofChaska. Previously, she assisted the City of Brooklyn Park with the development ofa <br />new zoning ordinance while employed by another consulting firm and directed the <br />preparation of a new zoning ordinance for the City of Minnetonka while serving as the <br />pI..nning Director. <br /> <br />Dean Johnson, tbe founder ofRSC, will provide assistance, if needed, to Ms. Perry in the <br />development of the new Civic Center Zoning District. He has assisted a number of <br />communities in the development of new or revised ordinances and ordinance <br />llilmini.m-ation. The resumes for both Ms. Perry and Mr. Johnson are attached to this <br />proposal. Additionally, a description of representative zoning ordinance-related projects <br />completed by RSC over the past five years has been enclosed with this proposal. <br /> <br />IV. <br /> <br />WORK PLAN <br /> <br />RSC has developed the dctailed Work Plan based upon the Request for Proposals and <br />discussion with staff. Also, an estimate of the number of hours has been provided for each <br />separate Work Plan task. <br /> <br />RSC assumes the lead role in most work tasks, while City staff would be responsible for <br />others as identified in the Work Plan. If selected, RSC proposes to prepare a detailed <br />work outline to distinguish and clarify all consultant and staff activities. Additionally, RSC <br />will revise work tasks within the budget to reflect changing directions during the <br />ordinance development process, if needed. The City and RSC will work together to <br />ensure priorities are addressed, public input is considered and fina1 products reflect <br />community needs. <br /> <br />A. Project Initiation <br />RSC will meet with City staff to identifY any changes to the Work Plan and clarify <br />individual work tasks. It is recommended that a public awareness strategy be discussed <br />and developed, if necessary, that incorporates a process to publicize the purpose of the <br />zoning district, implications of new district standards and timeline for adoption. It may be <br />appropriate that staff or RSC to prepare an article for the city newsletter and the New <br />Brighton Bulletin regarding the preparation of a new zoning district and opportunities for <br />public review and participation. <br />
