Review TCAAP Re-Use Plan, Comprehensive Plan and Ordinances <br />RSC will review the existing plans and ordinances to gain familiarity with City goals for <br />the Civic Center area and the content of City zoning ordinance and other related controls. <br />The project manager will mee1 with the appropriate City staff to review an outline for the <br />approach utilized by RSC for the Civic Center district and discuss the relationship of the <br />new district to other City regulatory controls. Further, city staff and RSC will discuss <br />current administration of the zoning ordinance and ahematives for administration of new <br />zoning district. <br /> <br />C. Develop Draft of Civic Center Zoning District Provisions <br />A draft of the standards and administration section of the ordinance will be developed for <br />internal review with staff. It is expected that the majority of standards will be based on <br />certain levels of performance that are measurable. RSC will be prepared to discuss <br />implications of the application and enforcement of the performance standards with staff. <br />Additionally, an arlmini!rtration section will be drafted that includes a flow chart of the <br />procedures to be followed by developers (public and private) for submitting applications <br />for projects within the new district and the City in administering sections of the new <br />district. <br /> <br />Based upon comments received by the internal review, RSC will prepare revised drafts for <br />comment and further review by staff. The Arden HiJls staff will request review of the draft <br />ordinance by the City Attorney following the preparation of the final internal revisions. <br /> <br />RSC recommends that a public meeting be convened for presentation and review of the <br />draft ordinance to the EDA. Notices of 1he meeting should be sent to adjacent property <br />owners, potential developers within the Civic Center district, and as courtesy to the Vento <br />TCAAP Re-Utilization Committee and the Arden HiJls Task Force. Additionally, an article <br />will be prepared fur the local newspaper descnbing the proposed new zoning district and <br />public meeting process. RSC will prepare revisions to the draft ordinance as directed by <br />staff after the public meeting and present the revised draft ordinance to staff. <br /> <br />Next, staff will schedule a public hearing for the draft zoning district ordinance at a <br />PilInning Commission meeting. Following the Pl..nning Commission meeting, the draft <br />ordinance will be forwarded to the City Council with the pl..nning Commission <br />recommendation and comments received at the public hearing. RSC will prepare <br />information and remarks in response to comments received at the Planning Commission <br />hearing for consideration by the City Council. The City Council will be requested to <br />provide direction to staff regarding final revisions that need to be included in the <br />ordiDance. <br /> <br />D. Prepare Final Review- Civic Center Zoning District Provisions <br />RSC will take the lead in developing and formatting Civic Center Zoning District to be <br />consistent with the other official controls of the City. For example, new definitions that <br />apply in the Civic Center District may need to be added to the Zoning Ordinance. <br /> <br />-- ~ <br />
