<br />~ <br /> <br />.J <br /> <br />. <br /> <br />e <br /> <br />e <br /> <br />MINUTES <br />CITY OF ARDEN IDLLS, MINNESOTA <br />PLANNING COMMISSION <br />WEDNESDAY, AUGUST 4,1999 <br />7:30 P.M. - ARDEN IDLLS CITY HALL <br /> <br />DRAFT <br /> <br />CALL TO ORDER <br /> <br />Acting Chair Brent Nelson called the meeting to order at 7:31 p,m. <br /> <br />ROLL CALL <br /> <br />Present were Aeting Chair Brent Nelson, Commissioners Terri Duchenes, Therese <br />Galatowitseh, Marty Rye, and Dave Sand, <br /> <br />Absent were Chair Steve Erickson and Commissioner Stephen Baker. <br /> <br />Also present were Councilmember Paul Malone, Associate Planner Nancy Randall, and <br />Assistant to the City Administrator Kevin Ringwald and Recording Secretary Lori <br />Rolfson, <br /> <br />APPROVAL OF MINUTES FROM PLANNING COMMISSION MEETING HELD ON <br />JULY 7.1999 <br /> <br />Commissioner Rye moved, seconded by Commissioner Sand, to approve the July 7, <br />1999, minutes, The motion carried unanimously (5-0), <br /> <br />PLANNING CASE #99,13 - FRISKIES PET CARE COMPANY - 4251 FERNWOOD <br />AVENUE - SITE PLAN REVIEW - BIOFIL TER - PUBLIC HEARING <br /> <br />Acting Chair Nelson confirmed that the Planning Case was announeed in the July 21, 1999 <br />publication of the Bulletin and opened the public hearing at 7:33 p,m. <br /> <br />Ms, Randall explained that the petitioner was requesting approval of a site plan to allow for a 50- <br />foot by 57-foot biofilter to eliminate odor at the Friskies plant which is located at 4251 Femwood <br />Avenue, near the Arden Hills water tower and north of Guidant Corporation, <br /> <br />The City of Arden Hills has received several complaints from neighbors regarding the odor from <br />the Friskies plant. Staff investigated their complaints and found that they eonstituted a nuisance <br />as defined in the City Code. Friskies has evaluated their existing proeess and other processes for <br />eliminating odor emanating from the plant. <br /> <br />Currently, Friskies uses a system of chemieals that neutralize the odor, The problem with the <br />eurrent system is, if the ingredients change, the chemicals to neutralize the odor must also be <br />modified, <br /> <br />Friskies would like to install a biofilter system to eliminate the odors, The biofilter system <br />removes and oxidizes organic gasses from eontaminated air by use of beds of wood ehips. <br />Billions of indigenous microorganisms, inherent within the wood ehips, eonvert the organic <br />
