He stated that it would not be unusual for a City to collect sidewalk funds <br />dedieated to the future construction of sidewalks, rather than having sidewalks installed with <br />gaps, These funds could be collected by way of an eserow, similar to park dedication fees. <br /> <br />Mr. Nelson asked if the funds for sidewalk fees could be assessed against the property, Mr, <br />Ringwald stated that the City would prefer to eollect this type of fee at the time of construetion, <br /> <br />Acting Chair Nelson confirmed the addition ofthe Arden Hills library site to the Neighborhood <br />Business Zoning Distriet, Acting Chair Nelson confirmed that Mr. Ringwald would verify the <br />restriction on liquor stores and taverns and change the Land Use Zoning District Chart to include <br />financial institutions and services, Mr. Ringwald agreed and noted that he would verify, with the <br />City Engineer, the issue oflimiting the height oflighting pedestals, <br /> <br />Acting Chair Nelson directed staffto schedule the public hearing on the Ordinanee on September <br />1, 1999. . <br /> <br />PLANNING CASE #99-11 - AARON AND STEVE NELSON - 3130 CLEVELAND <br />AVENUE NORTH - CONCEPT PLANNED UNIT DEVELOPMENT - PUBLIC <br />HEARING <br /> <br />Aeting Chair Nelson eonfirmed that the Planning Case was announeed in the July 21, 1999 <br />publieation of the Bulletin and opened the public hearing at 9:02 p,m. <br /> <br />Ms, Randall explained that the petitioner is proposing a concept planned unit development for <br />eonstruction of an office building at 3130 Cleveland Avenue. The building would have a foot <br />print of 6,000 square feet for office, with 1,000 additional square feet for office on the second <br />floor and 6,000 square feet in the lower level for storage, The site is eurrently one of seven sites <br />being reviewed with the development of the proposed Neighborhood Business Distriet. <br /> <br />Access to the pareel was provided by full movement aecess to County Road D and Cleveland <br />Avenue, Aecess to County Road D, as proposed, may be too close to Cleveland Avenue, With <br />the reeonstruction of County Road D, Ramsey County may modify this to a right-in/right-out <br />drive, Staff recommended relocating the entrance further east. <br /> <br />Staff had a coneern with the two parking stalls along the Cleveland Avenue entrance, causing a <br />conflict with traffic entering and exiting, Staff reeommended that these parking stalls be <br />eliminated. The applicant is proposing 24 parking spaees, with proof of parking spaces for a . <br />total of 32 parking spaees, The Zoning Ordinanee requires 28 parking spaees for an office use of <br />7,000 square feet. This does not include the square footage for the lower level which would be <br />used only for storage purposes, If this site were to change ownership, the site maybe laeking in <br />parking with the square footage in the lower level.
