Commissioner Sand noted that the zoning of the <br />Old City Hall site was currently split between B-1 and R,l, He noted that the B,l Zoning <br />District eould allow for many uses that the City may not want on this site, partieularly since this <br />site backs up to townhouses. He felt that including this site in the Neighborhood Business <br />District would limit the uses on this site, Mr, Ringwald noted that the Planning Commission <br />eould reeommend to the City Council another zoning designation for this site, <br /> <br />Commissioner Duehenes stated that she would like to hear what the publie would prefer for the <br />zoning ofthe Big 10 Supper Club and the Old City Halls sites, She noted that a strip mall may <br />be appropriate for the Old City Hall site, however, should would lean towards the Neighborhood <br />Business District for these sites, <br /> <br />Commissioner Rye stated that it would make sense to include the Arden Hills library site in the <br />Neighborhood Business Zoning District. He stated that he did not have any strong feelings <br />whether the Big 10 Supper Club and Old City Halls sites should be included in the <br />Neighborhood Business Zoning District or not. He noted that a developer eould always apply for <br />rezoning if they wished to propose a use other than those allowed under the Neighborhood <br />Business Zoning District. <br /> <br />Commissioner Rye asked for staffs opinion on what sort of redevelopment could oeeur on those <br />two sites and if they would fit with the Neighborhood Business District, based on the current <br />market. Mr. Ringwald stated that these sites would most likely be developed with mixed uses, <br />Commissioner Sand asked if the planned unit development proeess would allow flexibility for <br />these sites, Mr, Ringwald stated that it may not. He suggested that the sites may have to be dual <br />zoned, <br /> <br />Commissioner Sand stated that it would be easier to loosen the zoning requirements than it <br />would be to tighten them up. He stated that he would prefer that the Old City Hall site remain <br />under the Neighborhood Business Zoning Distriet. He noted that the plans for Highway 96 are to <br />create a boulevard with green spaee in the middle for a more residential feel. Additionally, <br />Hamline Avenue and Highway 96 will be the major gateway entrance into the City of Arden <br />Hills, He felt that this entire corner was crucial to the future appearance of the City, He did not <br />like the fact that the Old City Hall site currently includes a daycare, as this does not fit into the <br />overall scheme of that corner. He would not want to add any more eommercial strip malls, as <br />this would not fit the long-term goals of this portion ofthe City. <br /> <br />With regard to the sidewalk requirements in the Speeial Requirements seetion of the draft <br />Ordinance, Mr, Steve Nelson, applicant for Planning Case 99,11, asked, if there are no sidewalks <br />on the adjacent properties, did it make sense to require that the Neighborhood Business sites <br />install sidewalks, He stated that these sidewalks would dead-end. He also noted that, with <br />respect to the side yard setback requirements, there were many different types of residential <br />neighbors that a business eould baek up to, <br /> <br />Mr. Dave Ehresman, 1481 Arden View Drive, President of the Board for Arden Hills North <br />Townhomes, stated that the townhouse Board met Monday night and passed a speeia1 resolution. <br />Mr, Ehresman read this resolution which expressed a preference for residential zoning on the Old <br />City Hall site, He stated that the primary eoneern ofthe townhouse board was for liquor stores <br />and taverns not being allowed on this site, The Board strongly eneouraged the Planning <br />
