<br />. <br /> <br />The applicant is proposing to add trees to buffer from the City trail and residents. Staff ~ <br />proposed the trees be placed at a 45 degree angle to each other (Exhibit B). The Planning ., <br />Commission recommends this be extended further to the south on the west side. <br /> <br />Deadline for Al!encv Actions <br />The City of Arden Hills received the complete application for this request on Thursday, <br />July 15, 1999. Pursuant to Minnesota State Statute, the City must act on this request by <br />Monday, September 13, 1999 (60 days), unless the City provides the petitioner with <br />written reasons for an additional 60-day review period. The additional review period <br />would extend to Friday, November 12, 1999. The City may, with the petitioners' <br />consent, extend the review period beyond the Friday, November 12, 1999 date. <br /> <br />Lastly, if the City denies the petitioners request, It... it must state in the writing the <br />reasons for the denial at the time that it denies the request. It <br /> <br />Recommendations. The Planning Commission recommends approval of Planning Case <br />#99-13, Site Plan, to allow for the construction ofa 50 foot by 57 foot Biofilter subject to <br />the following' conditions: <br /> <br />1. Rice Creek Watershed approval. <br />2. Exposed foundation be painted earth tone. <br />3. Chain liilk fence be open or Slats be earth tone. <br />4. Lighting plan approved by Staff prior to installation and the use of the light be <br />limited to maintenance only. <br />5. Modify the Landscape plan with 6 to 8 foot blue spruce trees as proposed by Staff <br />in Exhibit B with the addition of trees extending to the south. <br />6. Grading plan be approved by the City Engineer prior to the building permit. <br />7. The applicant monitor the odor to ensure reduction of the odors. <br /> <br />e <br /> <br />Updates. The applicant has supplied a letter stating they agree with the conditions of <br />approval and clarifying the intent of the applicant in evaluating the biofilter system in the <br />future.
