<br />. <br /> <br />. <br /> <br />. <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />September 2, 1999 <br /> <br />TO: <br /> <br />Terry Post, Interim City Administrator <br /> <br />FROM: <br /> <br />Dwayne Stafford, Public Works Director <br /> <br />Petition for City Water Service y~ <br /> <br />SUBJECT: <br /> <br />Background <br />The Arden Hills City Council considered installation of a segment of water line on Old Highway <br />10, south of Highway 96 to Wedgewood Circle in 1996. This is the only developed area of the <br />City not served by City water and affects sixteen (16) properties. Benefits of installing this <br />waterline would include a continuous looped system around Round Lake, fire hydrants, and <br />domestic service to the property owners. <br /> <br />In May of 1996, an informational meeting was held concerning the possible project. All those <br />affected by the proposed project were invited and most attended. At that meeting several <br />residents spoke against the project and two (2) spoke in favor. Many others had questions such as <br />assessment costs, restoration, a possible trail, and water quality, Following this meeting, plans <br />and specifications were completed for the project and included replacement of a section of <br />watermain on Old Highway 10 between Lake Valentine Road and Valentine A venue, which was <br />known to be defective. The City Engineer estimated the cost for both projects would be $95,000. <br /> <br />The City advertised and received bids for the project in July of 1996 and the low bid was <br />$139,972.50. This exceeded the original cost estimate by $45,000, Staff surmised that the time <br />of the bidding, the short completion date, and the amount of construction work available <br />contributed to the higher than expected bids. With the high bids and limited resident support for <br />the project, staff recommended Council reject all bids, which they did. Residents were then <br />notified of that decision and no complaints were received. Public Works Staff subsequently <br />replaced the failing section of water main on Old Highwayl0, between Lake Valentine Road and <br />Valentine Avenue, as an internal project. <br /> <br />Petition <br />The City of Arden Hills received the attached petition August 24, 1999. The petitioners ask that <br />the City reinstate the project for the year 2000. It appears that twelve ofthe eighteen current <br />property owners have signed the petition, <br /> <br />Recommendation <br />The Public Works Director recommends Council discuss the project at their September <br />Worksession and provide staff direction on how to proceed with the request. <br />
