<br />c---, <br /> <br />ARDEN HILLS CITY COUNCIL - OCTOBER 12, 1999 <br /> <br />\c t--- <br /> <br />l <br /> <br />6 <br /> <br />MOTION: <br /> <br />Councilmember Malone moved and Councilmember Aplikowski seconded a <br />motion to approve payment request #1 in the amount of $94,405.68 to Nadeau <br />Utility, Inc. The motion carried unanimously (5-0). <br /> <br />. <br /> <br />In conjunction with the punch list for additional work on the West Round Lake Road, Phase I <br />project, Councilmember Larson asked if the hump in the road will be looked at. Mr. Brown <br />stated that this would be corrected. <br /> <br />Councilmember Malone asked if the McClung Drive project had begun today. Mr. Brown stated <br />that the Contractor had performed some work last week. Councilmember Malone asked if the <br />Contractor was receiving cooperation for access through the townhouse addition property. Mr. <br />Brown stated that the Contractor has not received complete cooperation for access and had <br />decided to gain access through the trail instead. <br /> <br />D. Resolution #99-36, Electing to Continue Participating in the Local Housing <br />Incentives Account Program Under the Metropolitan Livable Communities Act, <br />Calendar year 2000 <br /> <br />. <br /> <br />Mr. Post explained that Resolution #99-36 represented a continuing commitment by the City of <br />Arden Hills to participate in the Local Housing Incentives Account Program under the <br />Metropolitan Livable Communities Act. The goals established for the City have not changed. In <br />prior years, the City's participation in this program has allowed it to take advantage of various <br />grant programs of the Metropolitan Council. These grant funds would not be available to the <br />City of Arden Hills if the City did not participate in the Local Housing Incentives Account <br />Program. <br /> <br />Mr. Post advised that staff recommends the City Council adopt Resolution #99-36, electing to <br />continue participating in the Local Housing Incentives Account Program under the Metropolitan <br />Communities Act, Calendar year 2000. <br /> <br />Mayor Probst stated that adoption of Resolution #99-37, the next item on this evening's agenda, <br />was dependent upon adoption of Resolution #99-36. <br /> <br />Councilmember Malone asked if the City of Arden Hills was expected to spend a certain amount <br />of money each year with this program. Mr. Post stated that this was correct. He indicated that <br />the City had previously committed $1,700 which had been used to deal with blighted housing <br />within the community in order to satisfy the obligation. The most recent case that the City had <br />been involved in was the Steve Nixon property at 1369 Forest Lane. Although the City had been <br />compensated for its out of pocket costs, the City incurred costs in terms of stafT time, which more <br />than offset the dollar amount of participation required by the Metropolitan Council. <br /> <br />Councilmember Malone asked what the commitment dollar amount will be for the year 2000. <br />Mr. Post stated that the amount of commitment for the year 2000 was $2847.22. <br /> <br />. <br /> <br />MOTION: <br /> <br />Councilmember Larson moved and Councilmember Aplikowski seconded a <br />motion to adopt Resolution #99-36, electing to continue participating in the Local <br />
