The City shall <br />complete the EBS pursuant to this chapter. <br /> <br />6. ENVIRONMENTAL ASSESSMENT, ARMY REGULATION 200-2, CHAPTER 5 <br />ENVIRONMENTAL ASSESSMENT <br />The City will draft an environmental assessment and if a Finding of No Significant <br />Impact (FNSI) is determined, the City will draft a document stating such. TCAAP will <br />review the environmental assessment and approve the FNSI. <br /> <br />7. FINDING OF SUITABILITY TO TRANSFER, ARMY MATERIEL COMMAND <br />FOSTIFOSL GUIDANCE (FEBRUARY 1998) <br />The City shall complete the finding of suitability to transfer in accordance with Army <br />guidance. <br /> <br />8. REPORT OF EXCESS <br />TCAAP will complete the Report of Excess for disposal actions, ensure compliance with <br />the McKinney Act, coordinate with the State Historic Preservation Office, State <br />Department of Natural Resources, and the United States Fish and Wildlife Service. <br />TCAAP will also cooperate with the City throughout the development of the EBS, EA <br />and FaST. TCAAP will also coordinate the EA and EBS with the effected public and <br />forward appropriate documentation to their headquarters. <br /> <br />THIS AGREEMENT shall become effective on <br /> <br />,1999. <br /> <br />IN WITNESS WHEREOF, the City has caused this agreement to be signed and executed on its <br />behalf by its City Administrator, and the DOA has signed this agreement, in duplicate the day <br />and year first written above. <br /> <br />CITY OF ARDEN HILLS <br /> <br />TWIN CITIES ARMY AMMUNITION PLANT <br />(TCAAP) <br /> <br />Terrance R.
