<br />I <br />'- <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />It <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />I <br /> <br />PROPOSED IMPROVEMENTS <br /> <br />Proposed Roadwav Improvements <br />The streets identified in the Ingerson Road neighborhood for this project are all proposed to be <br />fully reconstructed with bituminous surfacing, concrete curb and gutter, storm sewer and <br />pavement subdrainage systems in accordance with current flexible pavement design <br />methodology. Ingerson Road and Hamline Avenue (south of Ingerson Road) are MnDOT State <br />Aid designated routes and will be designed to meet or exceed State Aid standards. <br /> <br />The proposed pavement sections will be designed in accordance with MnDOT guidelines for <br />flexible pavement design. The typical pavement cross section will include 4 inches of <br />bituminous surfacing, 8-12 inches of aggregate base and 12 inches of sand subbase. The sand <br />subbase will be drained with 4 inch PVC subdrainage pipes connected to storm sewer catch <br />basins. The sand subbase will provide enhanced pavement support, pavement subdrainage and <br />frost protection. Final pavement sections will be determined upon the completion of soil borings <br />and consequent analysis of in place soils. It is anticipated that most the soils within the project <br />area will be fairly uniform with one exception. The segment of Hamline A venue between <br />Ingerson Road and Tiller Lane is anticipated to require significantly more soil correction as a <br />result of its proximity to the adjacent wetlands and apparent damage resulting from excessive <br />frost heaving over the years. This segment of street received the lowest PCI rating in the <br />neighborhood. <br /> <br />The street reconstruction will include construction of concrete driveway aprons and patching of <br />existing driveways as necessary to meet the new roadway grades. Restoration will include <br />sodding in residential areas and seeding in open space areas or along wetland slope areas. <br /> <br />A number of alternatives to be considered for the project are also evaluated in this report. The <br />alternatives include the following: <br /> <br />A. Hamline Avenue Vacation <br />This alternative would eliminate the current roadway between Ingerson Road and <br />Tiller Lane adjacent to the wetlands, MnDOT ditches and Highway 51. This <br />segment of roadway would be relatively expensive to construct due to the poor <br />soils in its vicinity. Traffic that utilizes this roadway today would likely utilize <br />Dunlap Street as an alternate however the neighborhood area served by this street <br />consists of a portion of Tiller Lane, Dunlap Street, Cannon Street and Dellwood <br />A venue totaling approximately 30 homes. Therefor the resulting traffic volume <br />increase on Dunlap Street is not expected to be significant. Approximately 50 feet <br />of this roadway segment is assessable therefor the City would bear nearly the <br />entire cost of reconstruction. If the roadway is vacated, the resulting open space <br />could be utilized for storm water ponding purposes which are addressed later in <br />the report. <br /> <br />2 <br />
