It is assumed that this alternative would only be possible if <br />constructed in conjunction with the vacation of Hamline A venue. This alternative <br />would require a driveway extension to provide access to 1322 Cannon Avenue <br />property. Retaining walls would likely be needed to provide support for the cul- <br />de-sac pavement in the vicinity of the MnDOT drainage ditches. Some property <br />acquisition would be required from 1322 Cannon Avenue and 1323 Cannon <br />A venue to allow for the standard 60 foot radius right of way need for the Cannon <br />Avenue cul-de-sac. <br /> <br />C. <br /> <br />Reduced Street Widths <br />This report has incOlporated three proposed street widths within the project area. <br />The City in the past has generally reconstructed streets to a 32 foot width where <br />physically possible however numerous exceptions to this "standard" exist <br />throughout the City. For example, the recently constructed Tiller Lane and <br />Dunlap Street are both 30 feet wide. The 1999 Pavement Management Program <br />Comprehensive Street Condition Review has identified streets within the City <br />based upon the functions they serve. The various widths proposed in this report <br />respond to the different functions that are provided by each street as outlined <br />below: <br /> <br />State Aid/Collector Street: Ingerson Road, Hamline A venue <br />The main transportation corridor through the neighborhood from Lexington <br />A venue to Highway 51 is provided by Ingerson Road and Hamline A venue. <br />These two roadways are designated MnDOT State Aid routes and function as <br />collector/through streets. The proposed width for these streets is 32 feet which <br />allows for easy movement of two-way traffic with one vehicle parked on the <br />street. MnDOT State Aid rules will require that the City pass a no parking <br />resolution or restrict parking to one side of the street in order to meet MnDOT <br />width standards. <br /> <br />Local Street: Carlton Drive, Fernwood Street, Cannon A venue <br />These streets primarily serve local residents only and have average daily traffic <br />(ADT) counts less than 500. The proposed width of 28 feet is adequate to provide <br />for City maintenance vehicles, emergency vehicle access and two way traffic <br />without parking. When parked vehicles are present two-way traffic is possible but <br />requires drivers to pass at slow speeds. The City parking ordinance results in <br />limited on street parking at any time of the year and virtually no overnight parking <br />so two-way traffic should generally operate satisfactorily.
