I
'-
I
I
I
I
I
I
I
.
I
I
I
I
I
I

I

a passive traffic calming effect which is generally desirable on local residential
streets. The 28 foot width also signals to motorists that the street provides a
"lesser function" than adjacent collector streets and therefor will tend to guide
traffic along the adjacent collector streets.

Special Case Street: Femwood Court, Ingerson Court
These streets serve less than 5 residential properties each and are dead-end
roadways less than 500 feet in length. The proposed width of 24 feet is adequate
for two way traffic, emergency vehicles and City maintenance when no parking is
allowed. One way traffic is possible when vehicles are parked on one side of the
road only. Due to the low number of residents served by these streets and the
availability of off street parking, the parking restriction is not anticipated to cause
any hardship. Existing right of way allows for standard width streets in both of
these cases in this project however there is not adequate right of way for standard
cul-de-sac bulbs. The report recommends that 30 foot radius bulbs be constructed
at the end of both of these streets. The narrower width provides for less runoff,
reduces construction and maintenance costs and provides a passi ve traffic calming
effect which is generally desirable on local residential streets. The 24 foot width
also signals to motorists that the street provides a "lesser function" than adjacent
collector or local streets and therefor will tend to guide traffic along the those
streets.

Project Cost Implications
For each 4 foot of street width reduction from 32 feet, the City can expect to
realize approximately $18.00 in project cost savings per foot of roadway length.
For Example, the cost to reconstruct Carlton Drive (1450 feet long) at the
proposed 28 foot width is approximately $205.oo/ft or $300,000.00. If Carlton
Drive is constructed to a 32 foot width, the estimated project cost is $326,000.00.

Prooosed Storm Drainal!e Imorovements

A. Storm Sewer

The proposed improvements include storm sewer construction in all roadways
scheduled for reconstruction. Storm sewer improvements include catch basins
along curb lines, trunk sewer and outlets into the proposed Regional Ponds
described below. Some existing storm sewer is located in Fernwood Court and
Fernwood Street however the report has assumed that these facilities will be
replaced. The existing storm sewer condition and location will be field surveyed
as a part of final design. If the sewer is found to be in a usable location, of good
condition and adequate capacity, the plans will provide for the reuse of the
existing storm sewer.

The proposed storm sewer improvements are based upon collecting street runoff

4
